Job Requirements:
Education
DVM (Doctor of Veterinary Medicine) or BSc in Animal Health
Experience
Minimum 5 years field experience in Ethiopia in livestock disease surveillance, formalization of vaccination protocols for field animal health workers and CAHWs, livestock vaccination, animal disease control, or veterinary public health. Also experience in pastoral or agro pastoral settings (particularly one of the four regions), experience with digital data collection (ODK/Kobo), experience working with international NGOs, including GOAL and experience for the target Woreda in each region is a must .
Duties and Responsibilities
A. Vaccination Campaign Planning & Delivery (50%)
• Conduct micro planning (targeting, scheduling, logistics planning based on mobility patterns).
• Coordinate and execute vaccination for priority diseases (e.g., PPR, CBPP, LSD, FMD, Newcastle Disease), aligned with government guidelines.
• Maintain cold chain integrity (2–8°C), ensure vaccine monitoring (VVM checks) and waste management.
• Mobilize and supervise CAHWs, para-vets, woreda veterinary staff, ensuring safe and correct vaccination techniques.
• Lead mobile outreach vaccination in pastoral and remote communities.
B. Surveillance, Reporting & MEAL (20%)
• Conduct syndromic surveillance, report suspected outbreaks promptly.
• Use digital data collection tools (Kobo/ODK) to report daily vaccination coverage.
• Prepare weekly reports, dashboards, and contribute to after-action reviews.
C. Capacity Building & Community Engagement (15%)
• Train CAHWs and vaccination teams on vaccine handling, animal restraint, biosecurity, documentation, and cold chain management.
• Conduct community sensitization in collaboration with local leaders to improve awareness and uptake.
D. Coordination, Compliance & Representation (10%)
• Collaborate with Regional/Woreda Livestock Bureaus for vaccine supply, permits, and joint implementation.
• Attend regional cluster meetings as required (Livelihoods, Animal Health, or Emergency Response).
• Ensure compliance with GOAL and donor policies.
E. Logistics & Safety (5%)
• Prepare requisitions for vaccines, consumables, PPE, tools, and cold chain materials.
• Enforce field safety, safe sharps disposal, and adherence to biosafety protocols.
F. Capacity Building:

G. Disease Surveillance and Monitoring
• Conduct routine field surveillance to detect livestock diseases early.
• Monitor trends in animal morbidity and mortality.
• Collect and submit samples for laboratory diagnosis.
• Maintain updated records on disease outbreaks.
H. Coordination and Collaboration
• Work closely with government veterinary services, NGOs, and local authorities.
• Participate in multi-sectoral One Health platforms.
• Liaise with laboratories, research institutions, and extension services.
I. Animal Disease Prevention and Control
• Implement vaccination campaigns for priority livestock diseases.
• Organize and lead disease control operations (e.g., quarantine, movement controls, treatment campaigns).
• Provide emergency response during disease outbreaks.
• Ensure compliance with national veterinary health regulations.
Job Competencies
• Strong coordination and communication skills and strong understanding of One Health, zoonotic disease control, and surveillance systems. Also Proficiency in English and local language advantageous.
