1. Background

The Light for the World’s We Can Work program supports youth with disabilities in Ethiopia to improve employability, build entrepreneurship skills, and achieve economic independence. As part of the International Day of Persons with Disabilities (IDPD), observed annually on December 3, the program seeks to raise public awareness on inclusion, challenge stigma, and promote the message that persons with disabilities can work and contribute meaningfully to society.

To achieve this, a one-minute radio Music spot will be produced and broadcast to reach a wide audience in an engaging and impactful manner.

 

2. Objective of the Assignment

The main objective of this work is to conceptualize, script, produce, and deliver a high-quality each one-minute 3 (three)  sound Music spot that:

  • Promotes the We Can Work program implemented by Light For The World in partnership with Mastercard Foundation and African Disability Forum.

  • Raise awareness about the capabilities of persons with disabilities

  • Inspires inclusive attitudes and community support

  • Commemorates the International Day of Persons with Disabilities

 

3. Scope of Work

The winner company will be responsible for the following tasks:

A. Concept Development

  • Develop creative concepts for the sound music aligned with program messaging

  • Proposed tone, storyline, and delivery style suitable for diverse audiences

B. Scriptwriting

  • Write a compelling one-minute music script for each language

  • Incorporate key messages: 

    • Disability is not inability

    • Importance of inclusion and equal opportunity

  • Ensure the script is culturally appropriate and emotionally engaging

C. Production

  • Recruit voice actors

  • Record, edit, and produce high-quality audio music content

  • Integrate sound effects, and narration

D. Language and Adaptation

  • Produce the sound music spot in Amharic, Oromiffa and Wolayitigna language.

  • Ensure clarity, accessibility, and cultural relevance

E. Finalization

  • Submit draft versions for review and incorporate feedback

  • Deliver final, broadcast-ready music files

4. Expected Deliverables

The consultant is expected to deliver:

  1. Concept notes with creative approach

  2. Final approved script (Amharic, Oromiffa and Wolayitigna)

  3. 3 (Three) sound music spot (One-minute long each - master audio file)

  4. Clean and mixed broadcast-quality audio files (MP3/WAV format)

 

5. Duration of the Assignment

The consultancy will be completed within one month’s working days from the date of contract signing.

6. Required Qualifications and Experience

The potential firm should have:

  • Proven over 3 years’ experience in Music production, radio drama, or media content creation

  • Strong scriptwriting and music compelling skills

  • Experience working on social development or advocacy campaigns

  • Ability to produce content in Amharic

  • Experience working with disability inclusion programs is an asset

7. Selection Criteria

Qualified production firms are invited to submit technical and financial proposals. The weight to be given for technical and financial proposals will be determined by the evaluation team.

Key evaluation criterion for the technical proposal are:

  • Understanding of the ToR or client needs

    • Put your work methodology

    • Testimony from your previous 3 years and above Experiences

    • Attach sample work QR code and recommendations letters

    • Composition of the production team (sound acters)

    • Clear implementation plan and realistic timelines

    • Valid license in multimedia production

    • The available sound recording and editing equipment’s.

    • The list of known artists will participate in the music making

8. Proposal submission guideline

All interested firms must submit the following documents:

Technical proposal

  • Provide a summary of the documentary’s plot, themes, and narrative structure

  • A detailed work plan, including a timeline, key milestones, and deliverables.

  • Include the list of musicians which will song the jingle.

  • Valid license, and sample music work QR code. 

    • Proven experience in sound music production

    • Demonstrated ability to produce audiovisual content related to social behavior change, advocacy, or development

    • Experience working with CSOs, INGOs, or similar sectors (preferred)

    • Strong portfolio of past high-quality audiovisual productions

 Financial proposal

  • The financial proposal must detail all cost items, including VAT

  • All travel, accommodation, and related costs will be covered by the production firm.

  • Bidders should submit the financial proposal only in ETB.

    • Valid and renewed business license

    • Light for the World reserves the right to accept or reject the bid either partially or fully.

They should demonstrate strong storytelling, communication, and creative skills, with the ability to develop engaging media content that supports organizational messages and campaign objectives.
