Development for All (DFA) is an independent civil society organization committed to advancing human rights, access to justice, and inclusive development. With financial support from the European Union and in partnership with UNODC, DFA has been implementing the project “Strengthening Inclusive Access to Legal Aid Services for Marginalized Groups” in Benishangul-Gumuz Region.

As the project approaches completion, DFA seeks to engage a qualified consultant to conduct a terminal evaluation of the project.

Assignment Objective

The purpose of the evaluation is to assess the project's overall performance, effectiveness, impact, efficiency, relevance, and sustainability. The evaluation will examine achievements, challenges, lessons learned, and best practices to inform future programming and strengthen access-to-justice interventions.

Project Overview

The project has focused on:

  • Provision of free legal aid services for vulnerable and marginalized groups.

  • Legal awareness creation through multiple outreach modalities.

  • Capacity building for community members, legal aid providers, justice sector actors, and community structures.

  • Promotion of gender-sensitive, survivor-centered, and human rights-based approaches within the justice system.

  • Institutional strengthening to improve accessibility, quality, and responsiveness of legal aid services.

  • Enhancing access to justice for women, persons with disabilities, internally displaced persons (IDPs), detainees, inmates, and other vulnerable groups.

Scope of Work

The consultant will:

  • Review project documents, reports.

  • Assess project performance against planned objectives and results.

  • Conduct field visits, key informant interviews, and focus group discussions with relevant stakeholders.

  • Evaluate the effectiveness of legal aid services, legal awareness initiatives, capacity-building interventions, and institutional strengthening efforts.

  • Assess the project's contribution to gender equality, inclusion, and access to justice.

  • Document lessons learned, best practices, and recommendations for future interventions

Job Requirements

Required Qualifications

Applicants should possess:

  • An advanced degree in Law, Social Sciences, Development Studies, Human Rights, Public Policy, or a related field.

  • At least five years of demonstrated experience conducting project evaluations, preferably in the areas of justice, legal aid, governance, human rights, or development programming.

  • Strong knowledge of evaluation methodologies and data collection techniques.

  • Experience integrating gender equality, social inclusion, and human rights considerations into evaluations.

  • Excellent analytical, report-writing, and presentation skills.

  • Previous experience evaluating donor-funded projects is an advantage.

Deliverables

The consultant will be expected to submit:

  • Inception Report.

  • Draft Evaluation Report.

  • Final Evaluation Report.

  • Presentation of Key Findings and Recommendations.
