Consultancy Service for Development of Organizational Risk Management Plan and Manual

EWDNA is seeking to engage a qualified consultant or consulting firm to develop a comprehensive Organizational Risk Management Plan and Manual. The assignment aims to strengthen the organization’s systems for identifying, assessing, mitigating, monitoring, and responding to operational, financial, programmatic, safeguarding, legal, reputational, and security-related risks.

Purpose of the Consultancy

The consultancy is intended to support EWDNA in establishing a practical and comprehensive risk management framework that enhances organizational accountability, sustainability, resilience, and compliance. The selected consultant/firm will be expected to:

• Conduct an organizational risk assessment and identify existing gaps and vulnerabilities.

• Review organizational systems, operational procedures, and relevant policies.

• Develop a comprehensive Risk Management Plan and Manual tailored to EWDNA’s operational context.

• Develop risk identification, assessment, mitigation, monitoring, and reporting tools and procedures.

• Define clear roles, responsibilities, and escalation mechanisms for risk management.

• Facilitate validation sessions/workshops with management and staff.

• Provide capacity-building training for EWDNA staff and management on implementation of the manual.

The assignment is expected to be completed within 20 days. Consultants are required to propose participatory and context-sensitive methodologies. Key deliverables include an inception report, data collection tools, a draft and final report, and stakeholder validation workshops.

Applicants should demonstrate experience in disability rights, political science, and inclusive governance, with knowledge of the Ethiopian political context. Strong analytical, communication, and reporting skills are essential.
