PAD is currently seeking qualified and motivated individuals for the following position(s)
2. Position Details:
Position: Cash Officers
Number required: 2 for Tigray regional state, South Eastern zone at Adigudom Town, and South zone at Mekhoni town.
Duty Station: Position 2 required for South Eastern zone at Adigudom Town, and South zone at Mekhoni town.
Language: Proficiency in English and the local language(s) of the region is required.
Employment Type: Contractual, project-based position subject to project funding and duration
3.Job Summary:
As part of its ongoing efforts, PAD is looking to hire a qualified Cash Officer for an EHF-funded project titled “Rapid Life-Saving Assistance through Camp Coordination and Multi-Purpose Cash Support for Populations in High-Severity Crisis Areas of Ethiopia.” The Officer will primarily be responsible for monitoring and evaluating project implementation, tracking performance indicators, ensuring timely, high-quality reporting, and promoting cross-sector learning to support adaptive management.
The Cash Officer is responsible for facilitating, implementing, and monitoring project cash-based activities such as assessing the financial service provider market, selecting cash intervention beneficiaries, arranging payment requests, facilitating payments, collecting payment evidence, tracking cash usage, and producing frequent cash flow reports for financial planning, management, and reporting while adhering to organizational policies and legal requirements.
Overall Responsibilities:
Support the implementation of cash-based activities, including targeting, registration, verification, distribution, and follow-up, in coordination with cash working group and other relevant stakeholders.
Develop cash and voucher distribution reports.
Conduct cash post-distribution monitoring (PDM) exercises, analyze the results, and draft PDM reports.
Conduct market functionality and financial institutions service provision mapping/
Monitor the day-to-day implementation of project activities, including undertaking regular field visits to check compliance with the work plan and project documents.
Draft progress and other required reports. Identify and document significant project events, decisions, problems, or deviations, and ensure that project data and information are archived and shared appropriately.
In close collaboration with the field team, coordinate the release and delivery of required cash and items to the respective sites promptly, check the distribution, and provide relevant documentation and pipeline projections for planning purposes.
Liaise with counterparts and implementing partners, draft progress and other required reports, and ensure that project data and information are archived and shared appropriately.
Regularly visit project implementation sites to gain a thorough understanding of how activities are being carried out and to give guidance to the team on areas for improvement.
Prepare quality reports for submission to the government and donors, with due regard to reporting timeliness.
Prepare and submit daily, weekly, and monthly progress reports to the project manager.
Ensure Sphere standards, both qualitative and quantitative, are considered and any departures documented.
Enforce proper project information documentation using activities monitoring, lessons learned, and modifications done from lessons learned and communities’ feedback on project successes
Ensure all authorities and communities are kept well informed of the Program's success and challenges as appropriate.
Assist with any other duties as required by the supervisors, and stand by for any call for assistance in any place across the country where a demand is needed
Familiarize oneself, understand, and implement, according to the area of responsibility, PAD’s policies and procedures on mainstreaming of Gender and Child Protection.
Familiarize oneself with and understand PAD Donor Compliance issues, specifically the terms and conditions of the Donor program the Program is working with, and comply with them in the area of responsibility.
While conducting training, ensure the training report and the signed attendee list are formally addressed to the program team for inclusion in the central donor file.
Job Requirements
Qualification: Bachelor’s degree in accounting, Business management, Business administration, Economics, Statistics, or related field).
Work Experience: Minimum of 5 years of NGO experience with cash for shelter and multi-purpose transfers, project implementation within a humanitarian or recovery context, especially in conflict-affected areas
Skills:
