The Chief Logistics & Equipment Officer (CLEO) is a Tier-1 executive role created to eliminate execution bottlenecks, cost leakage, idle assets, and reactive procurement. The CLEO owns the end-to-end logistics and equipment ecosystem—from sourcing and mobilization to utilization, rental, outsourcing, and asset lifecycle optimization.
This role is central to OVID Construction’s ability to:
• Deliver projects on time
• Protect margins
• Scale operations sustainably
• Convert equipment into a strategic advantage rather than a cost burden
Core Purpose of the Role
To design, lead, and institutionalize a high-performance logistics, procurement, and equipment management system that guarantees uninterrupted construction execution while maximizing asset value, cost efficiency, and operational resilience.
Overall Executive Accountability
The CLEO holds full executive accountability for:
• Construction logistics strategy and execution
• Centralized procurement governance and sourcing discipline
• Equipment and machinery fleet planning, ownership, and lifecycle management
• Equipment rental and outsourcing strategy (inbound and outbound)
• Equipment availability, utilization, uptime, and productivity
• Supplier, vendor, and rental partner performance
• Cost control, asset ROI, and value optimization
• Logistics, procurement, and equipment risk management
• Cross-project coordination and execution certainty
Key Duties and Responsibilities:
Group Construction Logistics Strategy & Control
• Design and implement a unified logistics strategy supporting all construction projects.
• Ensure logistics planning is embedded into project schedules from mobilization to close-out.
• Eliminate material shortages, delayed deliveries, and site-level disruptions.
• Establish logistics KPIs, dashboards, and early-warning systems.
• Standardize logistics processes, documentation, and approval flows across projects.
Procurement Leadership & Commercial Governance
• Lead centralized procurement planning for construction materials, equipment, and services.
• Approve sourcing strategies for critical and high-value items.
• Negotiate major supplier, contractor, and framework agreements.
• Ensure procurement decisions balance price, quality, availability, technical compliance, and lifecycle cost.
• Enforce ethical procurement standards, transparency, and audit readiness.
• Collaborate with Finance to align procurement timing with cash flow planning.
Equipment & Machinery Fleet Ownership (Core Mandate)
• Own the full lifecycle of all construction equipment and machinery assets.
• Develop fleet strategies aligned with project pipeline, scale, and geography.
• Decide on acquisition, deployment, redeployment, replacement, or disposal of equipment.
• Ensure high equipment uptime through maintenance planning and performance monitoring.
• Establish utilization benchmarks and continuously reduce idle time.
Equipment Rental & Outsourcing Strategy
• Make decisive rental arrangements when internal equipment availability is insufficient.
• Ensure rental decisions protect project timelines and cost efficiency.
• Proactively identify opportunities to outsource OVID-owned equipment during downtime.
• Build commercial rental partnerships to generate external revenue from idle assets.
• Balance owned, rented, and outsourced equipment to optimize flexibility and ROI.
Asset Value Optimization & Commercialization
• Treat equipment as strategic capital assets with measurable financial returns.
• Maximize return on equipment investment through utilization, rental income, and cost discipline.
• Track total cost of ownership, depreciation, maintenance cost, and productivity metrics.
• Support executive decisions on fleet expansion, modernization, or divestment.
• Contribute to company-wide margin protection and profitability improvement initiatives.
Project Execution Enablement
• Work directly with Project Managers, Site Engineers, and Technical Teams.
• Ensure logistics and equipment plans fully support construction methodologies.
• Anticipate execution risks and resolve them before they impact progress.
• Intervene decisively in critical projects facing logistics or equipment constraints.
Leadership, Structure & Capability Building
• Build and lead a strong logistics, procurement, and equipment management organization.
• Define clear roles, accountability, and performance expectations.
• Develop succession and capability within equipment, logistics, and procurement teams.
• Promote a culture of discipline, planning, accountability, and cost ownership.
Risk Management, Compliance & Controls
• Identify logistics, equipment, and supplier-related risks early.
• Ensure compliance with safety, regulatory, contractual, and insurance requirements.
• Maintain asset registers, contracts, and documentation for audits and governance.
• Protect the organization from execution, financial, and reputational risks.
Job Requirements
Education
• Bachelor’s / masters degree in Mechanical Engineering (strongly preferred) or related fields.
• Alternative degrees considered only with strong construction equipment and procurement experience.
• Master’s degree in Engineering Management, Operations Management, or Business Administration is a strong advantage.
Experience
• Minimum 12–15 years of progressive experience in construction logistics, equipment management, or procurement.
• Proven leadership over large equipment fleets and multi-project environments.
• Strong experience in equipment rental markets, supplier negotiations, and outsourcing models.
• Background in large-scale construction or infrastructure projects is highly preferred.
