Main Purpose/Job Summary:- 

Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided. 

Accountabilities

  • Ensure the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records 

  • Perform consultations and examinations, diagnose, prescribe the necessary treatment following MSF protocols and decide whether or not patient needs transferred to IPD – work in collaboration with other medical team members and informe the family about the patient’s condition. 

  • Participate in the planning and supervision, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the size and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.

  • In cases of emergency, carry out first aid care and treatment according to protocols in order to reduce mortality rates 

  • Record in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients treatment continuity. 

  • Participate in data collection and report when required 

  • Know and implement Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions. 

  • Know and promote the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol. 

    MSF Section/Context Specific Accountabilities 

    Patient care: 

  • Overall responsible for clinical care of patients at the Health post and the Health center in collaboration with other medical members of the team. 

  • Responsible for control and rational use of medicines and equipment at the health post and the Health center. 

  • Take a proper history of the patient and report this on the health card or the admission note. 

  • Take the vital sign (min. HR, RR) of every patient and report this on the health card or the admission note. 

  • Final Diagnosis and treatment has also to be documented in the Health Card or the admission note and ward note. 

  • Explain the patient his / her disease, treatment, follow-up and prevention 

  • Manage referral for patients with conditions falling beyond his competencies and/or the competencies of the MSF structure. 

  • Know and ensure all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. 

  • Ensure professional confidentiality is respected. 

    Reporting: 

  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the Health Post Supervisor or medical team leader about any problem or complication of the patient illness, medical error and monitors the proper functioning of the department, equipment or material. 

  • Tally diagnosis, referrals and follow-up visits according to the Case-Definitions of MSF 

  • Combine at the end of the week all your data and give them to your supervisor at the Health post 

    Prescriptions: 

  • All prescriptions need to be according to the MSF guidelines. Exceptions needed to be discussed with the supervisor or the national MD or expat MD. 

    Training: 

  • Support the nurses of the Health Post and health center in difficult consultations, prescriptions and patient education. 

  • Assess the needs for additional training for the staff for working in the OPD and IPD and organize trainings accordingly in collaboration with the supervisor or the national MD or expat MD. 

  • Support the organization of the pharmacy 

  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.

  • Remuneration and Benefits: 

    • Starting Base salary: USD 1,009, payable in Ethiopian Birr (ETB).

Job Requirements

Education Essential Criteria: Essential health/clinical officer degree with valid professional practicing license Experience 

Essential Criteria: 2 years of relevant working experience 

Desirable criteria: previous clinical supervision experience of at least one year,
