PAD is currently seeking qualified and motivated individuals for the following position(s)
Position: Community health workers (case workers)
Number required: 6 (Six) (2 per each woreda)
Duty Station: at Aba'ala, Wasama, and Erebti Woredas, Zone 2, Afar Region.

Job Summary:
The Community Health Worker (Case Worker) is a vital, community-based position responsible for identifying and reaching out to conflict-affected individuals, including Gender-Based Violence (GBV) survivors, and people with mental health and psychosocial support (MHPSS) needs. This role involves the proactive identification of cases, providing immediate, non-specialized support like Psychological First Aid (PFA), facilitating safe and confidential referrals to the Health Officer/PSS Officer and other external services, and leading community awareness and prevention activities. The Case Worker is the primary point of contact and trust in the community and must strictly adhere to the humanitarian principles of confidentiality, safety, and the 'Do No Harm' approach.
Key Duties and Responsibilities
Outreach, Case Identification, and Basic Support
Proactive Identification: Conduct regular, culturally appropriate community outreach within assigned areas (villages, IDP settlements, etc.) to identify individuals at risk or survivors of GBV and individuals experiencing psychosocial distress.
Psychological First Aid (PFA): Provide immediate, basic non-clinical support, including Psychological First Aid (PFA), emotional support, and active listening to community members in distress.
Needs Assessment: Conduct initial assessments of client needs for safety, physical health, psychological support, and immediate material assistance (if available).
Safe and Confidential Referrals: Facilitate safe, confidential, and informed referrals for clients to appropriate internal services (Health Officer/PSS Officer for specialized counseling) and external services (medical care, legal aid, shelter, distribution, etc.) via established referral pathways.
Accompaniment: Accompany clients, particularly GBV survivors, to external service providers (e.g., clinic, police) when safe and requested by the client, ensuring they are treated with dignity and respect.
Community Engagement and Prevention
Health Promotion: Lead and facilitate community-based awareness sessions, psycho-education groups, and dialogue sessions on key health topics, including GBV prevention, the consequences of violence, available services, positive coping mechanisms, and stress management.
Community Mobilization: Work with community leaders, women's groups, and other community structures to promote a supportive environment and challenge harmful gender norms that perpetuate GBV.
Information Dissemination: Ensure accurate, accessible, and up-to-date information on the project's services and the safe referral pathways are known by community members.
Feedback Mechanism: Serve as a channel for community feedback on the quality and accessibility of services, relaying information back to the supervisory staff.
Reporting and Coordination
Data Collection: Maintain secure, organized, and confidential client records, including intake forms, case notes, and referral tracking forms, ensuring compliance with strict data protection protocols (e.g., GBV-IMS principles).
Reporting: Submit timely and accurate daily/weekly activity reports to the Health Officer/PSS Officer or Case Management Supervisor, including challenges encountered and basic quantitative data on outreach and referrals.
Internal Coordination: Participate actively in weekly case management meetings, supervision, and mentorship sessions provided by the Health Officer/PSS Officer to discuss caseloads, review complex cases, and reinforce adherence to quality standards.
Job Requirements
Qualification: Minimum of Diploma; a relevant certificate or coursework in Clinical Nursing, Public Health, Psychiatric Nursing, or any other related field of study.
Work Experience: Previous experience (1-2 years minimum) as a Community Health Worker, Community Mobilizer, or Case Worker, especially in a health, protection, or GBV project. Experience in a conflict-affected or emergency setting is a plus.

Case Management Principles: Knowledge of the core principles of GBV/MHPSS case management (safety, confidentiality, non-discrimination, survivor-centered approach, and 'Do No Harm').
Referral Knowledge: Ability to navigate and activate service referral pathways efficiently.
Basic PSS Skills: Trained in and capable of delivering Psychological First Aid (PFA) and basic, non-clinical psychosocial support.
Record Keeping: Proficiency in keeping accurate and clear records and case files while strictly respecting data protection guidelines.
Skills in performance management and development.
Capable of planning and achieving results.
Adaptable and innovative with a solutions-focused mindset.
Prior experience in an NGO.

Willingness to travel frequently to field locations, including remote areas.
