The Community Facilitator is the main link between HEKS/EPER and the community, ensuring inclusive participation and ownership of project activities.
Facilitate day-to-day planning, implementation, and monitoring of community-level activities.
Mobilize communities for meetings, trainings, awareness campaigns, and participatory planning sessions.
Support community groups (women, youth, PWD) in developing simple proposals for community micro-grants, implementing small initiatives, and maintaining basic records.
Promote awareness on gender equality, peacebuilding, inclusion, and good governance.
Collect feedback, success stories, and lessons learned from communities and share with project staff.
Ensure safeguarding, accountability, and proper referral of protection concerns at community level.
Represent HEKS/EPER in community and woreda-level meetings as requested.
2.Cross-cutting Responsibilities
Ensure gender equality, youth engagement, and disability inclusion are promoted in all community activities.
Uphold safeguarding, PSEAH, accountability, and do-no-harm principles.
Strengthen linkages between community initiatives and local government for sustainability.
Support other HEKS/EPER projects and operations in Ethiopia when required.
3.Final Provisions
The employee may be asked to perform duties and tasks not covered in this job description within the remit of their expertise as well as to provide support to other areas when necessary.
Minimum Qualifications and Experience, Skills and Capabilities:
Qualification and Experience
Diploma or Bachelor’s degree in Natural Resource Management, Rural Development, Sociology, Food Security and Livelihoods, Peace and Conflict Studies, or related social sciences.
Minimum 3 years of relevant work experience for diploma holders and 2 years for degree holders in community development, NRM, peacebuilding, WASH, or food security projects, preferably in pastoralist or cross-border contexts.
Proven experience working directly with local communities, customary institutions, and government offices at grassroots level.
Good understanding of pastoralist livelihoods, Borana/Marsabit culture, and local conflict dynamics.
Fluency in Afan Oromo required for Borana-based facilitators;
Motorbike driving license is required
Skills and Capabilities
Strong facilitation and mobilization skills with diverse community members.
Ability to apply participatory methods and illiterate-friendly tools.
Basic IT skills (MS Office, smartphone-based data collection tools such as Kobo Toolbox).
Good communication, listening, and interpersonal skills to build trust and cooperation.
Capacity to recognize and refer protection or safeguarding concerns to appropriate services.
Strong reporting, record keeping, and documentation skills.
Integrity, accountability, and commitment to HEKS/EPER’s values, gender equality, inclusion, and safeguarding.
Willingness to reside in rural or remote areas with limited services and to work with minimum supervision.
