The purpose of the Construction/Infrastructure Supervisor position is to design, prepare bill of quantities, tender documents and schedule of implementation, facilitate and supervise Infrastructure development construction projects/works as per the appropriate engineering principles and guidelines of the project program.  S/he ensures the full participation of communities and counterparts in program construction  project activities and compliance with design specifications and standards. S/he supports implementation of CARE Ethiopia’s infrastructure development strategy and provide technical backstopping to government staff in all activities related to infrastructure development construction works including social infrastructure, road crossing infrastructure, water and sanitation infrastructure, watershed management, small scale irrigation and water harvesting technology and multiple use of water (MUS), Integrated Water Resources Development (IWRM), including environmental impact assessments and mitigation measures. She/he guides the design of Public Work Infrastructures and systems, monitors their installation and provides guidance on the development of maintenance plans.  She/he uses the life cycle costs approach to ensure the suitability of construction schemes. She/he will also develop and strengthen partnerships among sector stakeholders, government counterparts and NGOs involved in Public Work-related infrastructure development activities in order to foster mutual learning and identify innovations that would increase the efficiency and effectiveness of water-related interventions.

Construction/Infrastructure Supervisor will supervise Public Work Infrastructure related construction including social infrastructure, road crossing infrastructure, water related work activities of the project in the woredas and kebeles. He/she will actively work to enhance government staff capacity that enables them to take over the construction and rehabilitation of construction work of the project. He/she collects basic data of construction activities and documents for future use and learning.

The key activities under RFSA for Public Work Construction Management are as follows:

  • Undertake technical supervision and ensure construction quality 

  • Ensure whether the construction project is implemented based on the agreed schedule, cost and quality standards.

  • Ensure the implementation of the construction project in accordance with the approved Environmental Monitoring and Management (EMMP) plansFacilitate improved management and operations of organized community groups such as WASHCOs, USER groups

  • Facilitate construction and rehabilitation of Public Work infrastructures

  • Facilitate improved operation and maintenance capacities of local community users

  • Promote secondary and multiple water use and techniques in water related infrastructure projects

  • Promote community-led project management through public work infrastructures

The position is under the Strengthen PSNP Institutions and Resilience II funded by US government’s Title II RFSA. The positions located in West Hararghe CARE Field Offices.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Planning, Implementation, Design and Development for Public Work Construction Projects, % of Time: 30%

  • Prepare engineering designs, working drawings, bill off quantities, bid documents to the planned Public Work infrastructures;

  • Ensures appropriate environmental mitigation measures integrated with all Public Work Infrastructure works;

  • Ensures all Infrastructure development construction works are accomplished with high quality, minimum cost and friendly for use by all community members;

  • Collects, summarizes and makes ready  all infrastructure-related information for future planning and reporting  purposes;

  • Leads selection of appropriate, low cost, and site specific Infrastructure  development technologies;

  • Prepares  and regularly reviews detail designs, drawings,  and materials specifications (bill of quantities) for Public Work construction activities;

  • Supports government staff and community representatives in selection of appropriate local construction material and construction sites;

  • Ensures the project follows integrated approach and avoid any negative externalities; 

  • Regularly seeks low cost and appropriate technology and participates in testing of different approaches 

Job Responsibility #2: Supervision, Capacity Building and Technical Support% of Time:  50%

  • Conducts regular field supervision at project sites together with zone and woreda level government staff 

  • Provides technical support to local partners, and zone and woreda government staffs in areas of infrastructure development including integrated water use, watershed management and engineering.

  • Build the capacity of partners to implement the lifecycle cost approach to ensure scheme sustainability. 

  • Organizes formal training to the partner based on needs detected during field visits

  • Provides technical assistance to counterparts with regard to technical design when required;

  • Develops and regularly updates community and lower-level government staff training manual in consultation with Senior Infrastructure, WASH and Environmental Protection Advisor

  • Regularly conducts community and partners capacity gap assessment and propose actions

  • Inspects construction work to ensure compliance with design, specifications, and standards;

  • Ensures full participation of communities and concerned line departments at all levels;

  • Follow-up timeliness of the payments to the project beneficiaries as per the agreed upon post surveying measurements output;

  • Ensures that supplied construction materials are properly used, and timely material use reports produced

  • Ensures full engagement of government partners in project management and reporting

Job Responsibility #3: Networking and Representation, % of Time: 10%      

  • Networks with other NGOs working in Public Work-related activities to explore partnership development programs.

  • Represents CARE on Public Work-related meetings and forums at woreda and zone level.

Job Responsibility #4: Learning and reporting, % of Time: 5%         

  • Promotes and supports innovative/alternative Public Work-related service delivery mechanisms at the local level. 

  • Learn from the successes of other organizations, and apply to CARE implementation areas as appropriate;

  • Keeps up to date with developments in the PSNP Public Work sector, including best practice examples in-country and internationally, and ensures ongoing personal development and learning;

  • Ensures the communication and dissemination of success stories and lessons learned within the organization, with partners and other stakeholders. 

  • Write field reports, meeting minutes, MOUs and updates when requested by his supervisor.

  • Establish good working relationships with local level government bodies and other stakeholders;

  • Works closely with field staff and the communities to initiate project activities and to disseminate information.

  • Ensure proper documentation of project outputs, lessons and assessments.

  • Prepares and submits periodic reports as required.

But category numbers two and three are most applicable to this position because, the incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.

V. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING 

Required:

  • BSc. in Hydraulics/Water Resource/Water Supply Engineering, Civil Engineering, Agricultural Engineering or equivalent combination of education and work experience.

B) EXPERIENCE

Required:

  • A minimum of five years of experience working in PSNP public work construction including management and supervision of water resource and Public Work infrastructure development supervision works.

Desired:

  •  Good NGO experience preferably in WASH and Infrastructure development construction supervision 

C) TECHNICAL SKILLS 

Required:

  • Good facilitation skills with project staff and community members; 

  • Language proficiency in written and spoken English;

  • Computer literacy in MS-Word, Excel;

  • Interpersonal communication and report writing skills;

  • Demonstrated technical ability and sound judgment to work effectively with others at all levels;

  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development, 

  • Knowledge of Local Language is advantageous.

Desired:

  • Computer training like AutoCAD, GIS, water CAD, action research, Construction Management; related planning and implementation software in Civil Infrastructure development.

The Construction/Infrastructure Supervisor collaborates with community, government counterparts, partners and relevant project staff. He/she is directly supervised by the FO Project Manager for the RFSA project (administratively) and by Senior WASH, Infrastructure and Environmental Protection Advisor in Addis Ababa (technically).  

VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

The position holder will be located in West Hararghe; the position at least 70% travel to program intervention sites.
