Plan International is hiring a Construction Officer to lead emergency shelter and WASH projects across refugee camps and host communities. The role involves comprehensive project management from planning through monitoring, ensuring adherence to humanitarian standards and fostering collaboration with government and community stakeholders. The officer will supervise field teams, manage budgets, and promote child‑centered, gender‑sensitive approaches in all activities. Successful execution of this position supports Plan International’s mission to safeguard vulnerable populations during crises.

Key Responsibilities

  • Plan, implement, monitor, and evaluate emergency shelter and WASH construction activities
  • Ensure technical quality, safety, and compliance with donor and humanitarian standards
  • Supervise field teams, contractors, and local labor for timely and cost‑effective delivery

Required Qualifications and Skills

  • Bachelor’s degree in Civil Engineering, Construction Management or related field
  • Minimum 3–5 years of proven experience in construction project implementation within humanitarian contexts
  • Practical experience in pipeline network installation, water points, latrine construction, emergency shelters and flood/climate‑resilient structures
  • Knowledge of UNOCH EHF, UNHCR or other donor construction standards
  • Strong skills in planning, coordination, supervision and technical reporting
