The Opportunity 

The post holder will be responsible for planning, implementing, monitoring, and evaluating construction activities for emergency shelters, WASH facilities, and related infrastructure within refugee camps and host communities under UNOCH EHF-funded interventions. This includes activity and budget planning, M&E frameworks, and close collaboration with district government offices, local authorities, communities, and implementing partners.

The role ensures smooth integration and teamwork within Plan International and across government sectors, while establishing a system in which all stakeholders take responsibility for their roles. Key priorities include strengthening partnerships, networking, and promoting child-centered, gender-sensitive, and community-focused approaches in emergency shelter and WASH programs.

The post holder will be responsible for:

  • Plan, implement, monitor, and evaluate emergency shelter and WASH construction activities in refugee camps and host communities.

  • Ensure technical quality, safety, and compliance with donor and humanitarian standards.

  • Supervise field teams, contractors, and local labor for timely and cost-effective delivery.

  • Coordinate with government, partners, and communities, promoting child-centered, gender-sensitive, and protection-focused approaches.

  • Support rapid repairs and emergency response for shelters and WASH facilities.

  • Maintain progress reports, documentation, and M&E for project management and donors.

Safeguarding Children and Program Participants (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed per the appropriate procedures.

  • Ensures that all staff in the unit/function/department are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;

  • Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in day-to-day work.

  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.

  • Minimum 3–5 years of proven experience in construction project implementation, preferably within humanitarian, WASH, or Shelter contexts.

  • Practical experience in pipeline network installation, water points, latrine construction, emergency shelters, and flood/climate-resilient structures.

  • Knowledge of UNOCH EHF, UNHCR, or other donor construction standards and humanitarian guidelines is an advantage.

  • Strong skills in planning, coordination, supervision and technical reporting.

  • Ability to work effectively under challenging field conditions and manage multiple priorities simultaneously
