Introduction

ATTA Trading PLC, a member of ATTA Group, is a Construction Company engaged primarily in the Construction of High-rise Buildings and ICT infrastructures. Over the past years, our company has executed Civil Works, MEP installation Works, MEP materials supply, ICT Works and Finishing Works for some of the largest projects in Ethiopia.

Job Summary

Currently, ATTA Trading Plc is seeking a highly motivated, experienced, and results-driven professional to join our dynamic team as the Contracts, Payments & Tenders Section Head. This leadership role will be directly responsible for

  •  Leading the head office Contracts and Tenders Team
  • Tendering for procurement of Subcontractors,
  •  Leading the preparation and management of all Subcontractors’ Contracts,
  •  Managing main construction contracts,
  •   Leading the preparation & review of subcontractors’ and Main-Contracts’ payment certificates, and;
  •  Preparation of technical and financial quotations for new projects.
  • The ideal candidate is a tactical thinker with excellent organizational skills, strong attention to detail, and a proven track record of managing contracts and tenders in the construction or consulting companies.

Key Responsibilities

1. Subcontractors procurement, Contracts Preparation & Management

  • Lead the procurement of Subcontractors for various works through selective or open bidding processes
  • Prepare and draft subcontractors’ conditions of contracts in line with project requirements, company policies, and industry standards.
  • Prepare cost breakdowns for direct costs based on market prices and recommend rates for subcontractor and main contracts
  • Prepare supplementary agreements, variation orders, price adjustment documents and contract amendments
  • Ensure all contract documentation is complete, accurate, and compliant with legal and regulatory guidelines.
  • Draft necessary contractual correspondences
  • Prepare Claims for time and money
  •  Assist in contract negotiations, subcontractors award, etc
  •  Maintain a centralized contract register and monitor contract deliverables, milestones, and expiration dates.
  • Prepare well organized reports with regards to Contracts management

  2. Payments Preparation and Review

  • Review subcontractor payment applications for accuracy, completeness, and compliance with contract terms and prepare payment certificates accordingly
  •  Liaise with project teams, lead head office contracts team and lead the preparation of payment application for Main Contracts
  • Coordinate with finance, project and site teams to validate payments.
  • Resolve discrepancies, disputes or issues related to payment claims in a timely and professional manner.
  • Prepare well organized reports on payment status for senior management.

 3. Tendering for New Projects (Technical & Financial)

  •  Lead the preparation of high-quality technical and financial proposals (price quotations) for new projects
  • Collaborate closely with technical teams, estimators, project managers, commercial units and material suppliers to gather relevant inputs.
  •   Analyze tender documents, scope of work, and contract conditions to develop competitive proposals.
  •  Ensure timely submission of proposals and compliance with tender requirements.

Minimum Required Qualifications & Skills

  • Bachelor’s degree in Construction Management or Civil Engineering.
  •  Minimum 7 years of general work experience in construction or consulting companies as an Office Engineer, Quantity Surveyor, Project Coordinator, Project Manager, Project Engineer, Resident Engineer or Assistant Resident Engineer. (Years of experiences in other non-related positions such as Site Engineer, Construction Engineer, Safety Engineer, etc, will not be considered as years of general work experience)
  • Minimum 3 years of specific work experience in construction of consulting companies as a Contracts Administrator, Assistant Contract Administrator or Office Engineering Head (Only Specific Years of experience on the aforementioned positions or functionally identical positions will be considered)
  • Strong Knowledge of PPA 2011 Conditions of Contracts (additional knowledge in international forms of Contracts, such as FIDIC, is a bonus)
  •  High Proficiency in English Language
  • Attention to detail and strong analytical abilities
  • Proficiency in MS Office (Word, Excel, PowerPoint) and MS Project Software
  • Ability to work under pressure and manage multiple priorities with strict deadlines
  • Required years of experience for Masters degree holders is identical to Bachelor’s degree holders.
  • Applicants who do not fulfill the above-described Minimum Required Qualifications will not be considered for the position

Net Salary: ETB 80,000/month
