The Opportunity
The position holder provides comprehensive technical support to implementation of the child protection policy and related programs within the Program Area (PA) and/or refugee camp. keep strong support and linkages with Harmful Traditional Practices (HTP) initiatives (who works on Early marriage) and other emergency response programs across the PA the role holder is accountable for delivering results aligned with agreed program plans and objectives, while overseeing the application of child protection policies at the PA level. by doing so, the position contributes to the broader goal of strengthening protection mechanisms and promoting positive community practices that prevent harmful traditional practices and violence against children. Job Requirements
Education: Bachelor's Degree in Sociology, Social Work, Psychology, Child Development, Development Studies or with related field of studies
Experience: A minimum of 3 years of humanitarian aid experience applied in emergency/recovery response operations with a focus on child protection, GBV, adolescent, and youth programs
Duties and Responsivities
PROJECT DESIGNED, COORDINATION, IMPLEMENTATION AND COMPLIANCE
To provide overall coordination, implementation, and reporting of the CPiE) project of PIE in the intervention areas.
Assess the outputs, outcomes, and impact of program interventions and activities of Child protection and youth in Emergency and host community programs.
Conduct identification assessment, planning, intervention, and follow-up for professional case management in support of vulnerable children.
Support Incentive and Case workers, child friendly space and Youth facilitators to ensure they are conducting regular monitoring activities through regular field trips, and undertaking periodic reviews to follow up on the status of implementation
Collaborate with appropriate operation units to facilitate efficient and quality program support to projects as well as the timely resolution of challenges (inclusive of procurement, HR, logistics, and finance)
Establish standard child friendly spaces (CFS) that can accommodate and ensure socially and culturally relevant services.
Organize and provide guidance for community structures to provide child protection and youth empowerment programs in the refugee camps and host communities when necessary.
Provide technical guidance for Case management works to effectively unitize the CPiMS plus and case management SOPs.
Implement, monitor & follow up, and report all CPiE/recovery projects in accordance with the funding agreement and budget allocation made by Plan International Ethiopia’s Country Office and Program
Provide technical support and guidance to operational and implementing partners to ensure good quality implementation of projects in line with the operations CP Strategy and global CP minimum standards.
Support the initial needs/gaps and capacity assessments on GBV in close coordination with any ongoing joint/common assessments.
Provide technical guidance on the integration of the survivor-centred approach into PSEA complaints mechanisms and enhance access of SEA survivors to existing CP services
NETWORKING AND REPRESENTATION
Facilitate child protection and youth project implementation in collaboration with Regional, Zonal, woreda protection offices and provide reports on weekly, monthly, and quarterly basis to PIE PA and CO and all concerned bodies.
Representing Child protection and youth protection in high-profile different CP/GBV Sub working meetings, camp level coordination meetings, and other technical working group meetings as necessary.
Liaise with key stakeholders through cluster framework (donors, government officials, etc.) and represent Plan Ethiopia in policy fora and workshops at the national and regional levels as required
Network with other INGOs and local NGOs to identify potential partners for humanitarian and development programming in our intervention area.
PARTNERSHIP MANAGEMENT AND CAPACITY BUILDING: -
Work closely with government stakeholders, UN agencies, and affected communities including children throughout program planning, implementation, and preparation of periodic completion reports, annual and quarterly program budgets, and expenditures.
Ensure that partnerships are maintained and functioning properly as per the signed contract agreement.
Maintain regular communication and interaction with stakeholders to facilitate and promote learning and information sharing.
Provide technical support to stakeholders in the course of project implementation.
Provide technical support and coaching to local government stakeholders on child protection in emergency thematic areas as well as in their individual development and performance management
Ensure that project interventions continue to be informed by and integrated with other core sectors of plan International, such as education, health & nutrition, Wash, etc.;
Continuously identify and document child protection issues in the project area, and ensure that relevant stakeholders and duty bearers are informed;
Identify and develop case studies for reporting, advocacy, and influencing efforts.
MONITORING, EVALUATION AND QUALITY ASSURANCE:
In coordination with the MEAL Team, support the Field teams’ baseline, and end-line assessment and design results-based monitoring and evaluation processes for the program.
Regularly follow up and monitor CPiE projects to ensure proper and efficient implementation.
Plan and facilitate regularly scheduled reviews of projects with both internal and external stakeholders.
Coordinate and facilitate assessments and evaluation exercises regularly.
Manage knowledge and experiences from the learning process and replicate good practices.
Ensure the proper utilization and use of monitoring and evaluation systems;
Prepare and compile quarterly, annual, and other interim reports for the program based on donors' and stakeholders’ requirements.
REPORTING AND DOCUMENTATION OF LEARNING
Facilitate field-level reporting as per agreed donor and / or PIE reporting schedules and formats
Facilitate the timely and quality submission of field reports to your line manager, and integrated project manager.
Documenting the best practices and lessons in coordination with CPIE team and MERL coordinator.
Ensure accurate and secure entry, synchronization, and export of case management data in CPIMS+.
Maintain data quality through regular reviews, consistency checks, and corrective actions.
Support proper case management processes, data collection, and adherence to data protection protocols.
Provide technical support on CPIMS+, including device management, troubleshooting, and system updates.
Train and support staff through inductions, refresher sessions, and on-the-job guidance.
Facilitate data synchronization, harmonization with stakeholders, and participate in team meetings.
Ensure compliance with organizational policies (Child Protection, GEI, and Code of Conduct
Skills & Competencies
Excellent knowledge of Child Protection and GBV minimum standards and basic principles; Good knowledge of GBV, Child Protection case management, and MHPSS
Excellent knowledge of basic child protection and youth principles, and child & adult development and learning
Good knowledge of donor grants and contract regulations
Proposal and report writing skills.
Safeguarding Children and Program Participants (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed per the appropriate procedures.
Ensures that all staff in the unit/function/department are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;
Ensures that Plan International’s global policies for Safeguarding Children and Program Participant and Gender Equality and Inclusion are fully embedded in day-to-day work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
