General Overview:
This document outlines the standard roles and responsibilities associated with this position. The Field Level Project Coordinator will oversee the day-to-day implementation, coordination, and monitoring of the post-conflict medical, MHPSS, and GBV response project in Afar regional state. The coordinator will ensure that all project activities are delivered in accordance with project design, humanitarian standards (Sphere, GBV, MHPSS), and donor requirements. The role involves direct supervision of field staff (Community Health Workers and PSS Officers), liaison with local stakeholders, and ensuring integrated service delivery for conflict-affected communities and GBV survivors.
Key Duties and Responsibilities
1. Project Implementation & Coordination
Lead field-level planning, coordination, and execution of project activities in line with the approved project proposal and work plan.
Supervise and support the Community Health Workers (Case Workers) and Health Officer/PSS Officers in the delivery of MHPSS, GBV, and medical services.
Ensure the establishment and maintenance of safe, confidential, and survivor-centered referral pathways for GBV and MHPSS cases.
Organize and facilitate trainings, workshops, and community dialogues in collaboration with field staff and stakeholders.
Ensure the timely and dignified distribution of materials and resources in target communities.
2. Monitoring, Evaluation, Reporting & Learning (MERL)
Conduct regular field visits to monitor activity implementation, quality of services, and adherence to work plans.
Prepare and submit timely and accurate daily, weekly, monthly, and quarterly reports to the Humanitarian Program Manager.
Lead post-distribution monitoring (PDM) exercises and compile PDM reports.
Document case studies, success stories, and lessons learned to inform program improvement and reporting.
Maintain organized and secure project documentation, including activity reports, meeting minutes, and training records.
3. Stakeholder Engagement & Representation
Serve as the primary field-level liaison with local government authorities, community leaders, and the Sub-Cluster, MHPSS Working Group.
Establish and maintain strong working relationships with grassroots government structures and community representatives.
Represent the organization in relevant coordination forums and promote collaboration with other actors.
4. Team Supervision & Capacity Building
Provide technical guidance, mentorship, and on-the-job training to field staff.
Conduct regular team meetings, case reviews, and supportive supervision sessions.
Promote a respectful, collaborative, and accountable team environment.
5. Compliance & Accountability
Ensure all project activities integrate gender, disability, protection, and ‘Do No Harm’ principles.
Enforce compliance with donor requirements, organizational policies, and ethical guidelines (including PSEA and data protection).
Monitor project expenditures and ensure activities align with the approved budget.

Understanding of humanitarian standards (Sphere, GBV Guiding Principles, IASC MHPSS guidelines).
Skilled in monitoring, evaluation, and report writing.
Familiarity with community-based approaches and referral systems
Job Requirements
Education: Bachelor’s degree in Public Health, Psychology, Social Work, Nursing, or a related field. Master’s degree preferred.
Experience: Minimum of 3–5 years of experience in project coordination in humanitarian settings, with a focus on MHPSS, GBV, or health programming.
Language: Fluency in English and the local language(s) of the Afar region is mandatory.
Technical Skills: Proficiency in Microsoft Office and data management tools.
Desirable Attributes
Experience working in conflict-affected or post-conflict regions, preferably in Ethiopia/Afar.
Previous NGO experience and familiarity with donor compliance.
Training in GBV case management, PSS, or psychological first aid (PFA).
Strong networking and advocacy skills at the community and government levels.
