Job Description

The Field Monitoring and Evaluation Officer (Multi-Sectoral) will be primarily responsible for leading all aspects of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities for FIDO's health, nutrition, WASH, and humanitarian response interventions at the field level within designated Woredas of the Oromia region. S/he will ensure the implementation of robust MEAL systems, provide technical support to field staff, ensure data quality, and facilitate learning to improve program effectiveness.

Roles and Responsibilities of Field M&E Officer:

  • MEAL System Implementation:

    • Lead the day-to-day implementation of the project's MEAL plan at the field level, ensuring adherence to established M&E frameworks, donor requirements, and FIDO’s core standards. 

    • Support the contextualization and use of standardized data collection tools, methodologies, and reporting formats for all sectoral activities.

    • Ensure all MEAL activities are conducted in a timely, ethical, and high-quality manner at the Woreda level.

  • Field Monitoring and Data Quality Assurance:

    • Conduct regular field monitoring within the Woreda, including post‑distribution monitoring, Post‑Pre‑KAP surveys, and baseline/endline mini‑assessments, to ensure effective activity implementation, verify data quality, and provide immediate technical guidance to field staff and community volunteers

    • Oversee and ensure the quality of data collection processes for health, nutrition, WASH, and humanitarian indicators, 

    • Lead routine data quality assessments (DQAs) at the field level, identify data gaps and inconsistencies, and work with program teams to implement corrective actions.

    • Monitor progress against project indicators, targets, and work plans for all assigned sectors.

  • Data Management and Analysis:

    • Ensure timely submission and accurate entry of field data into relevant databases.

    • Conduct preliminary data analysis at the field level to identify trends, inform program adjustments, and generate routine field reports.

    • Support program teams in interpreting data and using evidence for decision-making and adaptive management.

  • Reporting and Documentation:

    • Compile, review, and ensure the completeness, consistency, and accuracy of field-level monitoring reports for submission to the Project Coordinator/Field Coordinator.

    • Contribute to the preparation of monthly, quarterly, and bi-annual project reports by providing timely and high-quality data and field-level analysis for health, nutrition, WASH, and humanitarian sectors.

    • Document lessons learned, best practices, and success stories from field implementation.

  • Capacity Building and Technical Support:

    • Provide continuous M&E capacity building and technical support to field program staff, community health workers, community facilitators, and volunteers on data collection, reporting, and data quality standards for multi-sectoral programs.

    • Support field teams in setting up and maintaining community feedback and accountability mechanisms.

  • Learning and Accountability:

    • Support field-level learning events, reviews, and assessments to identify what is working well, what needs improvement, and how to adapt program strategies.

    • Facilitate beneficiary feedback mechanisms and ensure timely response and integration of feedback into program design and implementation.

Job Requirements

Qualification

  • Education: Minimum of a Bachelor's Degree in Statistics, Monitoring & Evaluation, Public Health, Social Sciences, or a closely related field.

  • Experience:

    • Minimum of 5 years of progressive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), with at least 3 years specifically implementing humanitarian MEAL activities at a field level for NGOs or similar organizations.

    • Demonstrated practical experience in designing and implementing MEAL activities for multi-sectoral humanitarian programs, specifically in Health, Nutrition, WASH, and humanitarian response contexts.

    • Proven experience in managing data collection processes, conducting data quality assessments, and performing preliminary data analysis at the field level.

    • Experience in emergency response M&E is highly desirable.

  • Technical Skills:

    • Strong practical skills in developing and using field-friendly data collection tools (e.g., Key informant interview, focus group discussion,  surveys/assessments, observation checklists).

    • Proficiency in mobile data collection platforms (e.g., KoboCollect, ODK, CommCare) is mandatory.

    • Demonstrated ability to train and mentor field staff and community-level actors on MEAL concepts and tools.

    • Ability to conduct basic quantitative and qualitative data analysis and interpret findings for program improvement.

    • Excellent computer literacy, including proficiency in Microsoft Office applications (Word, Excel, PowerPoint). Knowledge of statistical software (e.g., SPSS, Power BI) is an advantage.

    • Strong analytical, problem-solving, and report writing skills.

  • Other Requirements:

    • Willingness and ability to undertake frequent and extensive field travels to remote and challenging project areas within the Oromia region on a regular basis.

    • Excellent written and oral communication skills in English.

    • Fluency in Afaan Oromo is desired , and knowledge of Amharic is highly desirable.

    • Strong interpersonal skills and ability to work effectively in a team-oriented, multicultural environment.

    • Ability to work independently with minimal supervision and manage multiple tasks effectively.
