Job Summary:
As part of its ongoing efforts, PAD is seeking to hire a qualified Field Monitoring, Evaluation, and Reporting officers for an EHF-funded project titled “Rapid Life-Saving Assistance through Camp Coordination and Multi-Purpose Cash Support for Populations in High-Severity Crisis Areas of Ethiopia. The Officer will be primarily responsible for monitoring and evaluating project implementation, tracking performance indicators, ensuring timely, high-quality reporting, and facilitating cross-sector learning to inform adaptive management.
The Field Monitoring, Evaluation, and Reporting officers plays a vital role in ensuring the organization’s programs are evidence-based, impactful, and continuously improved through data-driven decision-making. This position is responsible for designing and implementing monitoring and evaluation frameworks, conducting research to assess program effectiveness, and ensuring learning is integrated into project strategies. The MERL Officer collects, analyzes, and reports on key performance indicators while supporting project teams in using data for adaptive management. Additionally, the role involves building strong relationships with stakeholders, including donors, partners, and local communities, to foster collaboration and accountability. Ultimately, the MERL Officer enhances the organization’s ability to achieve its mission through rigorous evaluation, learning, and evidence-based planning.
Job Requirements:
Education: Bachelor’s degree in Monitoring & Evaluation, Statistics, Development Studies, Economics, Project Management, or a related field (Master’s degree is an advantage).
Experience: At least 2 to 4 years of relevant experience in monitoring, evaluation, research, and learning in development or humanitarian projects.

Good understanding of results-based management, indicators, and logical frameworks.
Strong analytical, communication, and report writing skills.
Ability to work in field settings and collaborate with program teams and communities.
Prior work experience in a non-governmental organization (NGO).

Duties and Responsibilities:
Develop and maintain monitoring tools, checklists, and data collection instruments aligned with project objectives and results frameworks.
Collect, verify, and manage beneficiary and project performance data, ensuring proper documentation, database management, and secure archiving of records.
Conduct regular monitoring of project activities to track progress toward planned outputs and outcomes, including the sustainability of project results.
Review daily, weekly, monthly, and quarterly plans and reports collected from project staff and ensure their completeness, accuracy, and timely submission.
Provide technical support to project staff on monitoring and evaluation tools, data collection procedures, and reporting requirements.
Analyze monitoring data, ensure data quality assurance, and generate evidence to inform project performance and decision-making.
Prepare and submit periodic monitoring reports and performance updates to the MERL Coordinator and Project Coordinator.
Support the preparation of weekly, monthly, quarterly, and annual project plans and reports.
Facilitate project review meetings, supportive supervision, and learning sessions to strengthen accountability and performance.
Support the planning and implementation of project reviews, assessments, and evaluations.
Document and disseminate success stories, lessons learned, change stories, and good practices to support organizational learning.
Promote the use of monitoring and evaluation findings to improve project strategies and implementation.
Identify capacity gaps among project staff related to MERL and support relevant training, mentoring, and technical assistance.
Provide regular updates and analytical inputs on project indicators, outcomes, and overall performance.
Perform other related duties as assigned by the MERL Coordinator.
