Since its creation in 2009, ALIMA has treated more than 7 million patients. Today ALIMA works in 12 countries in Western and Central Africa. In 2020, we developed 41 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics and extreme poverty. All of these projects support national health authorities through nearly 357 health structures (including 45 hospitals and 312 health centers). We work in partnership, especially with local NGOs, whenever possible to ensure that our patients benefit from the expertise wherever it is, whether in their country or the rest of the world. In addition, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly in the field of the fight against malnutrition and hemorrhagic viral fevers. ALIMA is also leading operations in response to the covid-19 pandemic across all of our missions.

ALIMA’S TEAM: More than 2000 people currently work for ALIMA. The field teams, as close as possible to the patients, receive their support from the coordination teams generally based in the capitals of the countries of intervention. These receive support from the 4 desk teams and the emergency and opening service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organisations such as medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, research organisations PACCI, INSERM, Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

COUNTRIES WHERE WE WORK: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Mauritania & Sudan.

THE WORK WE DO covers: Primary and Secondary Health Care, with a main focus on children and women - including treatment and prevention of acute malnutrition, maternal health, mental health, response to epidemics (Ebola, Cholera, Measles, Dengue, Lassa Fever), surgery, displaced populations, and gender based violence, Covid 19.

ALIMA in Ethiopia

ALIMA has been operating in Ethiopia since 2022, providing healthcare, nutrition, and emergency response in regions affected by conflict, instability, and climate-related crises.

The organization initially focused on the Afder zone in the Somali Region, where limited healthcare infrastructure and recurring droughts have led to severe malnutrition and a shortage of medical personnel. ALIMA delivered integrated health and nutrition services to support vulnerable communities in Hargele, Elkare and Barey woredas. This ECHO funded project was closed at the end of the funding cycle in October 2024.

In 2024, ALIMA expanded its work to the Tigray region, which had been heavily impacted by instability and conflict. The organization is implementing a CDCS funded program addressing healthcare, nutrition, sexual and reproductive health, gender-based violence, and water, sanitation, and hygiene (WASH) in targeted woredas. A base has been established in Mekele, and activities are being rolled out to improve access to essential services for affected populations.

To ensure continuity and scale up its impact, ALIMA has also proposed to ECHO an extension of its programs in both Afder and Tigray, aiming to strengthen healthcare systems, enhance nutrition support, and improve overall community resilience.

The main activities to come will consist of :

In the short-term prepare and launch in collaboration with the Ministry of Health a project contributing to the reduction of morbidity and mortality of communities affected by the drought.

In the mid-to-long term: ensure the follow-up of the first project, develop partnerships with key stakeholders (MoH, civil society, research institutes…), conduct new assessments in areas with acute humanitarian needs and launch new activities. 

LOCATION OF POSITION:  Addis Ababa, with frequent visits to project areas 

FUNCTIONAL AND HIERARCHICAL LINKS
Reports to the Finance Coordinator or Finance and HR coordinator (hierarchical and technical Manager) 

  • In collaboration with the FINCO or FINHRCO, he/she is the technical referent of the accountancy, finance rules and regulations, tax  etc.. of the mission 

  • Collaborates with the Field Project administration managers/ assistants, Project Coordinators, Coordination Team

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 2: The incumbent will occupy a "regulated" position (accountant, lawyer, legal executive, etc.); therefore, a criminal record check will be required. 

Managed by a Finance Coordinator or Finance and HR coordinator, the Finance/ Accountancy Manager will be contributing to the financial management of the activities implemented by ALIMA in Ethiopia. In addition, the Finance/ Accountancy Manager will be providing the necessary guiding information to the ALIMA Finance Coordinator or Finance and HR coordinator and assist with appropriate technical expertise required for accountable information needed in the country.

This person will be responsible for preparing, reconciling and analyzing the accounting records and financial reports of the delegation/other structure in line with Ethiopian legislation, as well as organizational procedures for audits, national, donor and internal purposes. The Finance/ Accountancy Manager will also provide technical support to the Project Administrative Teams.

Duties and Responsibilities

  1. ACCOUNTANCY

  • Disseminating information about the accounting procedures of the mission and ensuring that these procedures are respected, the comprehensiveness and precision of entries and the correct budgetary charging of expenses;

  • Ensure mission books are closed on a monthly basis according to the internal calendar; 

  • Timely forwarding of accounting information to the Finance Coordinator or Finance and HR coordinator;

  • Ensure that all cash counts & bank reconciliations are done at the month end at the Coordination and Project level; 

  • Supervise and ensure that all accounting documentation is updated on a daily basis & reconciles bank books and cash books;

  • Review the mission monthly accountancy to ensure correctness of account codes, budget lines and descriptions used and feedback is sent to all finance teams in the mission on accountancy;

  • Request additional information from coordination finance assistant and field finance teams, as needed.

  • Ensure that all journal entry corrections are done accordingly after the monthly closure;

  • Contribute to update of any new financial tool when required or asked by the Finance Coordinator or Finance and HR coordinator;

  • Verification of supporting documents and their conformity (purchase orders, invoices, reception notes, bid analysis)

  • Participate on annual physical logistics and medical stock counting, asset counting, etc.. 

  • Under the responsibility of the Finance Coordinator or Finance and HR coordinator, analysis of cash discrepancies and technical assistance to resolve them (reorganization proposals);

  • Analyse problems arising in the accounting process, and make proposals for improvement.

  • Make an accurate monthly report on the return and non-return of data, documents, financial advances and the progress of ongoing files and accounting to the Finance Coordinator or Finance and HR coordinator.

 MANAGEMENT AND SECURITY OF FUNDS

Activity 1: Ensures compliance with money management procedures.

  • Controls the cash management of the Coordination office (controls the advance monitoring books, physical inventories and reconciliations, etc.);

  • Ensures that purchasing procedures are respected (systematic purchase orders signed by authorized persons);

  • Follow up bank accounts, in particular monitor balances daily and alert the financial coordinator or Finance and HR coordinator as soon as a transfer is necessary;

  • Initial briefing on money management, operating advances, etc. for all staff.

Activity 2: Ensure compliance with accounting procedures.

  • Verification of the validation of expenses by the managers;

  • Ensures the conformity of receipts, according to donor and/or ALIMA rules and specific to the country.

Activity 3: Cash flow request

  • Under the supervision of the Finance Coordinator or Finance and HR coordinator, he/she prepares the cash flow request. He/she will fill in the current expenses and identify possible exceptional requests. 

OTHERS : 

  • Voucher quality control, voucher cost classification, preparing voucher supporting documentation, and ensuring compliance with Ethiopian rules and regulations, donors and internal standards. 

  • Ensure he/ she is tuned on the financial matters of the country, essentially new regulations, Taxes, procedures etc… share that information to finance coordinator or finance and HR coordinator timely.  

  • Make bank transactions for all projects for all accounts after documentation completion according to ALIMA’S procedure 

  • Coordinate with external consultant in IPSAS or other international reporting standards financial statement preparation and deliver necessary information and documentation

  • Accompany auditors for documentation reviews, in collaboration with finance coordinator or Finance and HR coordinator, provide response to the auditors’ query 

  • Ensure that adequate and accurate hard-copy and electronic (including database) records are well organized as per ALIMA physical and digital archiving standards 

  • Collaboration in the follow-up of budgets and treasuries

  • Participate in the realization of budgets by helping to collect information (especially on local purchases)

  • Monitor local spending volumes daily and report to the finance coordinator or finance and HR coordinator.

  • Supervise the finance assistant in coordination and support technically for the field administration and finance team in the implementation of their respective tasks. 

Skills 

  • Strong knowledge of health and nutrition program management 

  • Experience in team management and supervision 

  • Excellent command of Excel and Google Sheets 

  • Strong knowledge of financial compliance and audit practices 

  • Excellent analytical skills for expenses allocations towards the chart of accounts, donor codes, budget codes, and project codes. 

  • Good treasury forecasting and management, anticipate risks and cash flow shortages 

  • Computer and statistical skills.

Job Requirements

Education 

  • Master's or bachelor degree in accounting and finance, business administration, Economics, similar field of studies 

Experiences 

  • Minimum 3 years of experience in a similar position as a finance and accounting manager, ACMA with INGO

  • Experience in an emergency context

  • Experience in managing multi-donor funded projects and supporting donor report preparation

  • Experienced in IPSAS financial statement preparations and statutory national audit 

Languages spoken by the candidate

  •     Oral and written fluency in English and Amharic is essential

  • Knowledge of other local language is an asset
