In its current strategic period (2025-2029), NCA Ethiopia implements programs focused on Climate Resilient Water, Sanitation, and Hygiene (CRWASH); Climate and Environment Stewardship/Economic Development and Food Security; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

Position Title: Finance & Admin Officer, Gambella

Number Required: 1 position

Reports to: Field Office Coordinator

Duty Station: Gambella

Length of Contract: Up to December 2026, with a possibility of extension based on performance and funding availability

Salary: ETB 80,000

Job Summary: 

The Finance and Admin Officer is responsible for supporting the effective financial and administrative management of the field office. The role ensures compliance with organizational policies and procedures in budgeting, payment administration, control, and petty cash management, financial reporting, procurement, documentation, and handling staff records at the Gambella Field Office. administration. The officer also provides budget monitoring, forecasting, and operational support to facilitate efficient project implementation and accountability.

Major Duties & Responsibilities:

Ensures all the budget line items and appropriate accounts are clearly known and adhered to by all the project officers 

• Prepares payroll and pays day workers' wages, incentive payments, per diems and other expenses as per the approval of the line manager. 

• Controls petty cash and serializes petty cash vouchers. 

• Prepare Monthly cash requests in collaboration with the field coordinator and send the request to CO for approval. 

• Performs cash-counting, prepares cash-journal/ledger book containing necessary data about all the financial transactions made in the field. 

• Documents and prepares financial returns, along with all the supporting evidence for accountability and transparency. 

• Assists the Field coordinator and project officers to formulate new budgets and plans and implement program activities according to the budget-line/allocation and NCA accounting policy requirements. 

• Enforces NCA policy about financial and human resource administration at the Field Office. 

• Keeps records of the personnel records for field employees in the program and liaises constantly with the relevant managers at the NCA CO. 

• Supervise the work of subordinate staff, including but not limited to logistics.  

• Develops a plan for the programmatic budgetary forecast on a monthly and quarterly basis. 

• Provide advice on salary and other running costs utilization during project proposal development 

• Ensure proper procurement and disposal of goods and services in line with NCA’s procurement and disposal policies. 

• Work in close collaboration with the procurement and logistics officer and support the field coordinator in the development of procurement plans according to the NCA templates. 

• Ensure PRs are raised in the PIMS and follow-up the review process, while maintaining correct budget codes are stated. 

• Promote good filing, well-organized documentation, and an administration system in the NCA office and other local IPs. 

• Prepare financial reports (BVA) for all program activities on a monthly, quarterly, and annual basis. 

In addition, the Finance and Administration Officer is expected to promote the following tasks: 

• Respect collegiality and promote teamwork both at an individual and organizational level. 

• Exercise professionalism, integrity, and ensure the righteous utilization of resources of the organization. 

• Promote collaborations between NCA and partners and other organizations working in Gambella.

Job Requirements

Minimum Qualifications Required:

• Bachelor’s degree in Accounting, Finance, Business Administration. 

• Professional certification IFRS or IPSAS. Knowledge of Maconomy is an added advantage. 

• Minimum 4 years of direct work experience in finance, procurement, HR administration within NGOs or donor-funded projects. 

• Demonstrated knowledge of donor financial guidelines and compliance requirements (UN agencies, EU, ECHO, Norad, etc.). 

• Strong understanding of procurement policies, financial management systems, and reporting standards. 

• Proficiency in MS Office, applications and accounting software packages. 

Required Skills & Abilities: 

• Strong analytical and problem-solving skills with attention to detail. 

• Excellent organizational and time-management abilities to handle multiple priorities. 

• Effective communication and interpersonal skills for working with suppliers, staff, and donors. 

• Ability to prepare accurate financial reports and maintain transparent records. 

• Capacity to conduct market surveys and evaluate supplier performance. 

• Demonstrated ability to ensure value for money and compliance with procurement policies. 

• High level of integrity, professionalism, and accountability in financial and administrative functions. 

• Ability to work independently and collaboratively in a team environment.
