JOB PURPOSE
The Finance Manager owns company-wide financial management, reporting, and control across all three business pillars — the Security operations, the Import & Tender Division, and Shared Services — including segregated ledgers, bid bonds and guarantees, cash-flow planning, and statutory compliance. The role sits in Shared Services, outside the operating divisions, so that financial control remains independent of the units it controls. It requires proven experience in a service-based business (recurring contract billing, payroll-heavy cost structures, client receivables) combined with hands-on import/export finance experience (letters of credit, foreign-currency payments, customs and duty costing, supplier terms), since the company operates a domestic service business and a tender-facing import/procurement business simultaneously.
KEY RESPONSIBILITIES
Own consolidated financial reporting for the group, while maintaining segregated ledgers for the Import Division's tender contracts versus Security service revenue.
Manage company-wide budgeting, cash-flow forecasting, and financial planning across pillars with materially different cost structures (service/payroll-heavy vs. import/capital-heavy).
Process and monitor bid bonds, performance guarantees, and letter-of-credit (LC) backed submissions jointly with the Import Division's Finance & Guarantees function, ensuring adequate liquidity is reserved before bids are lodged.
Oversee import/export finance activities: LC opening and negotiation with banks, foreign-currency (FX) allocation requests, customs duty and tax costing, and supplier payment terms for imported goods and equipment.
Manage receivables from clients, who are typically slow-paying, including structuring payment milestones and following up on outstanding government invoices.
Oversee payroll funding and cost allocation across the Security business's guard-heavy payroll and the Import Division's smaller administrative payroll.
Ensure compliance with Ethiopian tax law, NBE foreign-exchange regulations, and IFRS financial reporting standards.
Prepare monthly, quarterly, and annual financial statements and management accounts for the CEO and the Board.
Manage banking relationships, including guarantee facilities, LC lines, and working-capital facilities required for both service contracts and import shipments.
Establish and maintain internal financial controls, approval workflows, and segregation of duties across all three pillars.
Support annual audits and liaise with external auditors, tax authorities, and regulatory bodies.
Provide financial inputs (cost models, projections) to feasibility studies and business cases prepared by the Business Research & Strategy Officer.
Mentor and review the work of the Finance & Accounts Officer(s) and coordinate with the Import Division's Finance & Guarantees Officer on tender-specific financial matters.
Job Requirements
Education
Bachelor's degree in Accounting, Finance, or a related field.
Professional accounting qualification preferred; strong working knowledge of IFRS / IFRS for SMEs required.
Experience
Minimum 7–10 years of progressive finance experience, including at least 3 years in a finance leadership or managerial role.
Demonstrated experience in a service-sector business (security services, facilities management, telecom/ISP, or similar contract-billing, payroll-intensive environment).
Demonstrated hands-on import/export finance experience, including LC processing, FX management, customs/duty costing, and supplier payment terms.
Experience managing finances across multiple business lines or cost centers simultaneously is strongly preferred.
Experience working with or reporting to government clients, and familiarity with government payment cycles, is an advantage.
REQUIRED SKILLS & COMPETENCIES
Strong technical accounting skills (IFRS) and advanced Excel/financial-modeling proficiency.
Deep familiarity with LC processes, bid bonds/performance guarantees, and bank guarantee facilities.
Strong cash-flow management skills, particularly around slow-paying government receivables and guarantee liquidity requirements.
Excellent stakeholder management with banks, auditors, tax authorities, and internal department heads.
High integrity and discretion in handling sensitive financial and guarantee information.
Strong leadership and team-development skills to build out the Finance & Accounts function as the company scales.
