Position Summary

Under the direct supervision of the Executive Director, the Finance Manager is responsible for safeguarding APCfC’s financial health, ensuring compliance with regulatory and donor standards, and supporting strategic organizational planning. The position oversees financial planning, reporting, budgeting, risk management, ERP (or similar) based accounting operations, and the leadership of finance teams across APCfC offices. The position also requires supporting the management team by offering insights and financial advice that will allow it to make the best financial decisions for the organization.

Key Duties and Responsibilities

  • Lead financial planning, budgeting, and forecasting processes.

  • Oversee timely and accurate preparation of financial statements (balance sheet, income statement, cash flow).

  • Ensure full and correct use of APCfC’s ERP‑based accounting system.

  • Manage cash flow, accounts receivable/payable, bank reconciliations, and liquidity.

  • Implement internal controls, assess financial risks, and ensure compliance with laws and donor policies.

  • Supervise and mentor finance staff at head and field offices and closely coordinate with other Departments (HR & Procurements and Program)

  • Support strategic decision‑making through financial analysis and scenario modeling.

  • Liaise with banks, auditors, donor representatives, and partner organizations.

  • Ensure the highest standards of transparency, accountability, and financial integrity.

Basic Salary: ETB 140,486.49 (One Hundred Forty Thousand Four Hundred Eighty-Six Birr and Forty-Nine Cents), from which all statutory deductions will be made.

Job Requirements

Required Knowledge and Skills (Proposed Draft)

  • Strong knowledge of GAAP/IFRS standards, donor financial compliance, and Ethiopian tax laws.

  • Demonstrated expertise in ERP accounting systems (or similar systems experience with integrated modules such as GL, AP/AR, budgeting, and reporting).

  • Advanced proficiency in financial analysis, budgeting, and report preparation.

  • Strong command of internal controls, risk management, and audit processes.

  • Excellent communication and stakeholder‑engagement skills, with the ability to present financial information clearly.

  • Able to manage multiple projects with varying but stringent deadlines.

  • Proven leadership, team‑building, and supervisory abilities.

  • High level of integrity, problem‑solving skills, analytical thinking, and attention to detail.

  • Proficiency in MS Office applications, especially Excel (pivot tables, financial modeling).

Education and Work Experience Requirements (Proposed Draft)

  • BA/MA degree in Accounting, Finance, Accounting & Finance, Business Administration, or related fields.

  • Minimum of 8 years (BA) or 6 years (MA) of progressive experience in finance/accounting roles, at least 2 years in a managerial or supervisory position.

  • Experience working with NGOs, donor‑funded projects, or civil society organizations is highly desirable.

  • Demonstrated experience using ERP (or similar) accounting software.

  • Experience preparing donor reports and managing multi‑grant financial portfolios is an added advantage.

  • Languages: Fluency in English and Afan Oromo is required.
