Organizational Overview

REACH Ethiopia is a nonprofit organization registered as an Ethiopian Residents Charity, committed to advancing community development through innovative, evidence-based health programs. Since 2013, REACH Ethiopia has implemented community-based TB care and integrated health service projects across Sidama, Central Ethiopia, South Ethiopia, Tigray, Oromia, and Afar regions. In collaboration with the Ministry of Health and Regional Health Bureaus, REACH Ethiopia implements the URBAN TB LON II – SWIF TB Initiative, an ambitious project targeting 87 woredas across four regions. The Initiative focuses on identifying missed TB cases, interrupting transmission, delivering patient-centered care, and driving innovative solutions to reduce TB prevalence and mortality in high-burden urban areas.

Position Summary

The Finance Manager is responsible for managing all financial operations of the URBAN TB LON II – SWIF TB Initiative. This includes financial planning, budget monitoring, reporting, compliance, and internal controls. The incumbent ensures accurate financial data, timely reporting, and full compliance with REACH Ethiopia, Government of Ethiopia, and USG financial rules and regulations.

Job Requirements

Education:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field (Master’s preferred).

Experience:

  • Minimum 7 years of progressive finance experience, including 4 years in Management.

  • Prior experience with USAID/USG-funded projects is mandatory.

Duties and Responsibilities

Financial Management and Compliance

  • Oversee daily finance operations and ensure compliance with REACH Ethiopia, USG, and other donor requirements.

  • Review and verify all financial transactions, ensuring accuracy, completeness, and appropriate coding per the chart of accounts.

  • Manage monthly and annual financial closing processes, including reconciliations and reports.

  • Ensure compliance with Ethiopian tax laws, including timely tax payments and annual returns.

  • Maintain accurate and up-to-date financial records and filing systems.

Budgeting and Reporting

  • Review and analyze budgets, purchase requests, and payment documentation for compliance.

  • Prepare monthly, quarterly, and annual financial reports.

  • Coordinate and consolidate monthly Cash Flow Projections (CFP).

  • Support financial analysis for program decision-making and forecasting.

Payroll and Benefits Administration

  • Process monthly payroll according to REACH Ethiopia’s policies and labor laws.

  • Manage provident fund records and provide quarterly updates to staff.

Capacity Building and Supervision

  • Supervise and mentor accountants and finance officers.

  • Conduct performance appraisals and build staff capacity through training and coaching.

  •  Provide financial training and technical support to program and operations staff.

Audit and Compliance Support

  • Support internal and external audits by preparing documentation and responding to audit queries.

  • Implement recommendations from audits to strengthen internal controls.

Procurement and Administrative Support

  • Serve as a member of the procurement team as needed.

  • Ensure financial compliance in procurement and operational activities.

Other Duties

  • Participate in organizational meetings and decision-making processes.

  • Perform additional finance-related tasks as assigned.

Skills & Competencies

  • Strong knowledge of GAAP, Ethiopian tax laws, and USG regulations.

  • Proficiency in QuickBooks accounting software and advanced Excel skills.

  • Excellent analytical, communication, and leadership skills.

  • Fluency in English required; local language knowledge is an asset.
