Purpose of the Role

The Finance Officer ensures sound financial management, compliance with donor regulations, and transparent reporting to support the NGO’s mission. The role safeguards resources, strengthens accountability, and enables effective program delivery.

Job Requirements

Education

  • Bachelor’s Degree or Master’s Degree in Accounting, Finance, or with related field of study

  • Professional certification (e.g., ACCA, CPA) is an advantage.

Experience:

  • Minimum 3–5 years’ experience in NGO or donor-funded project finance.

Salary: As per the organization’s scale.

Contract: 1-year contract,

Position Title: Finance Officer

Reports to: Executive Director

Job Time: Full time

Job Type: 1-year contract with the possibility of extension based on performance and funding.

Place of Work: Addis Ababa, Ethiopia

Duties and Responsibilities

Financial Management

  • Maintain accurate financial records in line with NGO policies and donor requirements.

  • Prepare monthly, quarterly, and annual financial reports.

  • Monitor cash flow, budgets, and expenditure against approved allocations.

  • Ensure the quality of financial procedure and documents. 

  • Make sure the association makes decisions in line with internationally accepted financial procedures.

  • Ensure implementation aligns with the association’s financial procedures.

Budgeting & Planning

  • Assist in developing annual budgets and project-specific financial plans.

  • Track budget utilization and provide variance analysis to management.

Compliance & Control

  • Ensure adherence to NGO financial policies, donor compliance guidelines, and statutory regulations.

  • Support internal and external audits with timely documentation.

  • Implement internal controls to prevent fraud and mismanagement.

Payroll & Payments

  • Process staff salaries, benefits, and statutory deductions.

  • Manage vendor payments, contracts, and procurement-related financial transactions.

Reporting & Donor Engagement

  • Prepare donor financial reports with supporting documentation.

  • Liaise with program teams to align financial reporting with project outcomes.

Capacity Building

  • Train program staff on financial procedures and compliance.

  • Support the development of financial literacy across departments.

Consult management on financial matters 

  • Update management on financial progress of projects and the status of the association 

  • Provide EMWA management financial management information for decision making.

Skills & Competencies

  • Strong knowledge of IFRS, donor compliance (USAID, EU, Gates Foundation, etc.), and local tax laws.

  • Proficiency in accounting software (QuickBooks, Sage, Peachtree or similar) and MS Excel.

  • Analytical and detail-oriented with strong problem-solving skills.

  • Excellent communication and interpersonal abilities.

  • Integrity, transparency, and commitment to NGO values.

  • Strong writing and communication skills.

  • Excellent organizational and time management skills

  • Proficiency in budgeting and financial management

  • Ability to work under pressure and meet deadlines.

  • Compliance with donor and statutory requirements.

  • Effective budget monitoring and variance analysis.

  • Positive audit outcomes and strengthened internal controls.
