Ethio-BioPharma Enterprise (EBPE) is Ethiopia’s state-owned pharmaceutical manufacturing enterprise, established to build the nation’s capacity to manufacture vaccines, essential medicines, diagnostics, medical supplies and other healthcare technologies locally. Operating under EIH, EBPE is developing an integrated pharmaceutical campus at the Kilinto Special Economic Zone in Addis Ababa, co-locating multiple manufacturing units that share infrastructure, talent, and corporate services.

Job Summary

  1. GENERAL POSITION DESCRIPTION

Main Purpose of the post

The Finance Officer is responsible for the day-to-day execution of financial transactions, maintenance of accurate accounting records, and ensuring timely financial reporting.

The Officer ensures that all payments, receipts, and ledger entries are performed in accordance with International Financial Reporting Standards (IFRS), the enterprise’s financial manual, and Ethiopian tax regulations. The role focuses on operational accuracy, document verification, tax compliance, and supporting the Finance Manager in preparing financial statements and audit schedules.

 

  • KEY RESPONSIBILITIES / ACCOUNTABILITY

  1. Transaction Processing and Documentation

  2. Prepares and verifies payment vouchers (PVs), cash receipt vouchers (CRVs), and journal entries with proper supporting documentation.

  3. Records all financial transactions accurately in the accounting system (ERP/Peachtree/Sage) in a timely manner.

  4. Maintains a systematic and secure filing system for all financial documents, contracts, and payment records for easy retrieval during audits.

  5. Tax Compliance and Statutory Remittances

  6. Calculates and prepares monthly tax declarations, including VAT, Withholding Tax, and Employment Income Tax (POYE).

  7. Ensures all tax payments are settled with the Ethiopian Ministry of Revenues within the statutory deadlines to avoid penalties.

  8. Prepares and reconciles pension contribution reports and ensures timely remittance to the relevant government pension agency.

  9. Bank and Account Reconciliation

  10. Performs monthly bank reconciliations for all enterprise accounts and investigates any discrepancies immediately.

  11. Monitors and reconciles accounts receivable (debtors) and accounts payable (creditors) to ensure the enterprise's aging report is accurate.

  12. Reconciles inter-departmental accounts and project-specific funds.

  13. Payroll and Petty Cash Management

  14. Assists in the preparation of the monthly payroll, ensuring accurate deductions (advances, taxes, pensions, and court orders).

  15. Manages and replenishes the petty cash fund in accordance with the enterprise's cash handling policy and ensures all small expenditures are properly authorized.

  16. Conducts periodic cash counts and ensures the security of cash on hand.

  17. Audit and Reporting Support

  18. Assists the Finance Manager in preparing schedules and work papers for quarterly and annual financial reports.

  19. Provides required documentation and explanations to internal and external auditors (OFAG) during the audit process.

  20. Monitors budget utilization at the unit level and alerts the Manager of potential over-expenditures.

  21. The Finance Officer is expected to carry out other related tasks as assigned by pertinent authorit

  • Authority

The Finance Officer is authorized to:

  • Verify the accuracy and validity of invoices and payment requests before processing.

  • Reject payment requests that lack sufficient supporting documentation or proper authorization.

  • Initiate bank transfers and cheque preparation for authorized signatures.

  • Communicate with vendors and banks regarding transaction status and reconciliation issues.

Effort required

  1. The position requires high levels of numerical accuracy, attention to detail, and integrity.

  2. Work involves repetitive data entry, strict adherence to deadlines (tax and payroll), and the ability to work under pressure during closing periods.

Reports to: This positions reports to the Finance Manager

Salary: As per the Organization's Scale

Job Requirements

Education Qualification and Experience

  1. Bachelor’s Degree in Accounting, Finance, or Management with a minimum of 7 years of relevant experience.

  2. Master’s Degree in Accounting and Finance, MBA, or related field and a minimum of 5 years of relevant experience.

Experience with IFRS implementation at the transactional level is a strong advantagerequirements in Ethiopia.

Experience in the industrial, manufacturing, or pharmaceutical sector is an advantage.

Knowledge, Skills and Abilities

  1. Mastery of IFRS and Ethiopian Public Enterprise Financial Management directives.

  2. Proficiency in ERP systems (e.g., SAP, Oracle, or Microsoft Dynamics) and advanced Excel.

Deep understanding of the Ethiopian Tax System and National Bank of Ethiopia (NBE) foreign exchange regulations.
