Organization: National Election Board of Ethiopia
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Financial & Compliance Audit Expert position who meet the following requirements.
The Financial & Compliance Audit Expert is responsible for doing financial and property audit work, making the use of resources and work performance effective & added value for the institution to achieve its goals.
Investigate major expenditures during quarterly financial audits;
Legality of check or e - payment and cash payment documents executed by the office; examines their qualifications and the completion of appropriate supporting documents;
Ensures and reports that school expenses are properly recorded and properly incurred and legal deductions are made.
Conducts inspections in accordance with the established annual audit program;
Follows up on the adoption of corrective action by proposing improvements regarding the gaps/omissions found as a result of investigation.
Ensures that the resources of the office are properly maintained and used for the office.
Monitors the implementation of audit guidelines and regulations.
Ensures that the organization activities such as disbursement of funds, purchase of goods, and distribution of benefits are carried out in accordance with government guidelines and regulations.
Performs financial and assets audits;
Perform Political parties financial & Compliance audit.
Participates in the organization inventory of assets as an observer, as well as inventory of cash and assets as needed.
Ensures that appropriate information is provided when external auditors come for inspection;
Performs emergency control on accounting operations & monitors the performance by presenting a report to take corrective action when a deficiency is found;
From the quarterly financial audit, conducts an audit of journal vouchers, cash and bank income and expenses.
Conducts emergency audits to ensure the legality of the office's financial & property management;
Submits a monthly performance report to the immediate supervisor;
Performs other duties as assigned by immediate supervisor.
Processes to manage and/or control
Manage IA functional areas (development and administration)
Provide direct support and coaching to subordinates
Set objectives and evaluate performance of IA processes
Prepare annual plan and budget for the personal activities and processes.
Prepare periodic report of personal activities.
Education and Work Experience:
BA degree or MA in Management, Accounting & Finance or Accounting and Auditing and Related.
7 years for BA holders and 5 years for MA holders with relevant work experience
Mandatory trainings and certification
• Financial auditing, Performance auditing, internal audit module & Government Accounting, IBEX & IFMIS software’s, Team Building etc.
Knowledge
Strong understanding of auditing principles, practices, and standards.
Internal Audit concepts and application (Financial Management Proclamations, Internal Audit Directive, Procurement Directive, Asset Management Directive, Human Resource Management Law, procedures, modern practices, approaches and trends)
Knowledge of Report Writing.
Know-How (Skills) (Technical competencies):
Excellent analytical and problem-solving skills, with attention to detail.
Effective communication skills, both written and verbal, with the ability to convey complex information clearly.
