Background and Purpose of the Position

The Government of Ethiopia, with support from the World Bank, is implementing the Health Emergency Preparedness, Response and Resilience (HEPRR) Multiphase Programmatic Approach to strengthen health system resilience and multisectoral preparedness and response to health emergencies in Ethiopia. Under an agreement with the Ministry of Health, Client is supporting the implementation of the programme through the recruitment and management of technical assistance to strengthen the capacity of the Ministry of Health and its implementing entities in key technical, fiduciary, governance, and environmental and social areas.

The Finance Management Specialist will provide dedicated financial management support to ensure that programme resources are effectively planned, utilized, monitored, accounted for, and reported in accordance with applicable government, World Bank and programme financial management requirements, thereby supporting timely and accountable implementation of HEPRR activities.

Justification

Dedicated specialist support is required to coordinate and strengthen the HEPRR project financial management system, including budgeting, fund flow, accounting, internal controls, reporting, audit follow-up, contract and payment monitoring, and capacity building. This time-bound technical assistance will support EPHI and AHRI to meet Government of Ethiopia and World Bank requirements and to produce the specific outputs and deliverables set out in this Terms of Reference.

Objectives Purpose and Expected Results

The purpose of the Senior Financial Management Specialist position is to strengthen the financial management of the HEPRR project by ensuring that project resources are properly planned, utilized, monitored, accounted for, and reported in accordance with Government of Ethiopia and World Bank requirements. The Specialist will provide technical guidance and oversight to strengthen financial management systems, internal controls, budgeting, reporting, and accountability, thereby supporting the efficient and effective implementation of the project.

Description of the Assignment

The Senior Financial Management Specialist will provide technical support and oversight for the overall financial management of the HEPRR project, ensuring that project funds are planned, utilized, accounted for, monitored, and reported in accordance with Government of Ethiopia and World Bank requirements. The Specialist will support budgeting and expenditure monitoring, financial reporting, accounting and internal controls, fund-flow management, contract and payment follow-up, and resolution of audit findings. The position will also strengthen financial management capacity through technical guidance, training, and development of appropriate financial management and reporting tools to promote efficient, transparent, and accountable use of project resources.

Job Requirements

  • Education: MA/MBA/MSc/ACCA in Accounting and Finance.

  • Experience: 15 years of experience, preferably with experience in internationally financed development programmes or World Bank guidelines and procedures.

Duties and Responsibilities

  • Coordinate the overall financial management system for the project.

  • Support capacity-building activities, including identifying training needs, delivering training, and developing financial reporting and budget-monitoring templates.

  • Supervise, follow up, and provide overall guidance on all financial management aspects of the project.

  • Prepare quarterly Interim Financial Reports (IFRs).

  • Maintain Peachtree accounting records.

  • Maintain adequate financial management arrangements covering budgeting, fund flows, accounting policies and systems, chart of accounts, internal controls, reporting mechanisms, auditing arrangements, and staffing requirements.

  • Monitor overall project performance from a financial management perspective, including project fund-flow mechanisms.

  • Ensure prudent accounting and reporting of project resources in compliance with Government of Ethiopia and World Bank requirements.

  • Apply government internal control procedures and, where gaps exist, design and establish appropriate internal control systems.

  • Prepare and/or update the financial management manual in accordance with Government and World Bank guidelines and procedures.

  • Support improvement of the computerized accounting system, including account/code classifications and preparation of periodic financial reports.

  • Develop and maintain a contract management system, including follow-up of contracts with suppliers and consultants and related payments.

  • Support budget preparation and budget monitoring, including reviewing and strengthening budget-utilization reports and preparing revised project cost estimates by category, component, and activity.

  • Follow up on audit findings and recommendations and ensure that appropriate corrective actions are implemented.

  • Undertake other financial management tasks as required by the Ministry of Health/Finance Office.

  • Functional and effective financial management arrangements maintained for the HEPRR project, including budgeting, accounting, fund flow, internal controls, reporting, and auditing arrangements.

  • Quarterly Interim Financial Reports (IFRs) prepared accurately and submitted within the required timelines.

  • Project accounting records, including Peachtree records, maintained accurately, completely, and up to date.

  • Annual and revised project budgets and cost estimates prepared, reviewed, and regularly monitored against actual expenditures.

  • Regular budget utilization and financial performance reports prepared, with significant variances identified, analyzed, and followed up

  • Effective fund-flow and expenditure monitoring mechanisms maintained to ensure appropriate and timely use of project resources.

  • Internal control systems and procedures reviewed, strengthened, and consistently applied to safeguard project resources.

  • The project's Financial Management Manual prepared and/or updated in accordance with Government of Ethiopia and World Bank requirements.

  • Computerized accounting and financial reporting systems strengthened, including appropriate account classifications and coding structures

  • A functional contract and payment monitoring system maintained for contracts with suppliers, consultants, and other service providers.

  • Financial management capacity-building activities delivered, including identification of training needs, training/coaching, and development of financial reporting and budget-monitoring tools.

  • Audit findings and recommendations systematically followed up, with corrective actions documented and outstanding financial management issues addressed.

  • Required financial information, analyses, and documentation provided to project management and relevant stakeholders to support decision-making and compliance.

  • Periodic financial management progress updates/reports prepared and submitted to the responsible Finance office, demonstrating progress against assigned responsibilities and deliverables.

Project Management

  • The Financial Management Specialists will report to the Finance Office of the respective agency. The assignment will be managed in coordination with EPHI and AHRI, with Client providing contract oversight through the institutional third-party HR service arrangement.

Payment Modality and Schedule

  • The salary will be paid on a monthly basis by LonAdd upon successful completion of the monthly deliverable.

Policy Conditions

  • The HR firm will manage all administrative issues and aspects based on HR policies and procedures.

  • All remuneration must be within the contract agreement through the HR firm.

  • No contract may commence unless the contract is signed by both the HR firm and the consultant.

  • Consultants will not have supervisory responsibilities or authority over the Client budget. 

Skills & Competencies

Technology Skills

  • Good knowledge of Microsoft Word; good knowledge of Microsoft Excel; good knowledge of Peachtree Accounting software.

Language Requirements

  • Good command of English, both spoken and written.

Core Competencies

  • Strong financial management and accounting expertise, including budgeting, fund management, accounting, financial reporting and auditing.

  • Strong knowledge of Government of Ethiopia financial management requirements and familiarity with World Bank financial management guidelines and procedures.

  • Competency in financial planning, budget preparation, monitoring and expenditure analysis.

  • Strong understanding of internal control systems, with the ability to identify gaps and strengthen financial controls.

  • Ability to prepare accurate and timely Interim Financial Reports (IFRs) and other periodic financial reports.

  • Competency in maintaining and improving computerized accounting systems, including Peachtree.

  • Strong contract and payment management and financial follow-up skills.

  • Ability to support audit processes, follow up audit findings and ensure implementation of corrective actions.

  • Strong capacity-building skills, including identifying training needs, providing technical guidance and developing financial reporting and budget-monitoring tools.

  • Ability to coordinate and collaborate with project teams, finance and procurement units, MoH and other implementing entities.

  • Good written and verbal communication skills in English, together with the required regional working language where applicable.

  • Ability to provide technical guidance and problem-solving support on project financial management issues.
