The Project
The project is implemented as a component of the Private Sector Development in Ethiopia (PSD-E) of the German international Cooperation (GIZ) in Ethiopia. The Enterprise Support Scheme Franchise Business is implemented by sequa gGmbH.
The overall objective of the project is to support sustainable private sector development.SME Support Scheme The SME Suppoer Scheme Franchise Business, implemented by sequa gGmbH introduces franchising as a viable and scalable growth path for Ethiopian enterprises. The intervention aims to enhance enterprise competitiveness and facilitate structured business growth.
The specific objective is to pilot and institutionalize franchise business models among selected Ethiopian enterprises through targeted capacity building, technical assistance, and expert coaching leading to the successful launch of new franchisee units in priority sectors.
The project targets 10 high-potential franchisors in sectors like Food & Beverage, Retail, Health Services, and Light Manufacturing. Eligible businesses must be legally registered, operational for at least two years, and committed to structured growth. Focus areas include Addis Ababa, regional urban hubs, and select secondary towns with market expansion potential.
Scope of the Assignment
The objective of the Franchise Business expert assignment involves leading and managing enterprise support. The expert will be responsible in providing comprehensive support to enhance enterprises’ competitiveness, operational efficiency, caapcitiating on franchise model development, design od Standar Operating Procedires (SOPs), and brand standardization. Creating deep understanding of franchise agreements, governance models, and intellectual property protection and coaching, developing te franchise system for the SME to sustain through different capacity development interventions.
Assess Franchise Readiness – Evaluate enterprises’ business models to determine their potential for franchising and recommend necessary improvements
Develop Franchise Systems – Help enterprises to develop franchise operational manuals, standard operating procedures (SOPs), branding guidelines, and marketing plans to prepare them for franchising.
Provide Training and Capacity Building – Design and conduct training workshops for enterprises on franchise business concepts, legal requirements, financial management, and operational best practices.
Facilitate Franchise Matchmaking – Identify and connect enterprises with potential franchisors, investors, or franchise networks to create franchise partnerships
Offer Legal and Regulatory Advice – Guide enterprises on franchise agreements, licensing, intellectual property protection, and compliance with relevant laws and regulations.
Conduct Market Research – Perform market feasibility studies to identify demand for specific franchise models and advise on suitable markets for expansion.
Monitor Franchise Implementation – Support the monitoring of franchisees to ensure adherence to franchise standards, identify challenges, and recommend corrective actions.
Provide Technical Advice to Project implementation – Advise project management and stakeholders on franchising trends, best practices, and challenges to inform project design and implementation.
Promote Franchise Awareness – Organize awareness campaigns and outreach events to educate enterpreneurs and the business community about franchising opportunities and benefits.

Masters degree in business administration, entrepreneurship, or franchise management or a related field
Skill in project management
Deep understanding of franchise agreements, governance models, and intellectual property protection
Strong facilitation skills with experience in delivering training workshops and technical coaching
Fluent in English (Amharic and/or other local languages preferred)
Working Experience
7+ years of experience in designing and implementing franchise systems, with a focus on MSMEs and emerging markets
Proven track record in supporting businesses with franchise model development, SOP design, and brand standardization
Prior work with sequa or GIZ programs, experience in Ethiopia’s private sector landscape, familiarity with legal frameworks relevant to franchising in Ethiopia
