The Gender and Social Inclusion Officer is responsible for ensuring that gender equality, youth participation, and disability inclusion are mainstreamed across all activities of the Bridging Borders Project. The officer will lead awareness campaigns, facilitate norm change dialogues, mentor women and youth groups, support PWD inclusion, and provide technical advisory support to consortium partners in Ethiopia and Kenya.
1. Gender-Transformative and Inclusive Programming
Ensure gender-transformative, youth-responsive, and disability-inclusive approaches are integrated in all outputs and activities.
Conduct and update intersectional gender and social inclusion analyses to inform project design and implementation.
Undertake ongoing gender and conflict analysis to ensure activities remain relevant to changing dynamics and community needs.
Provide technical backstopping and advisory support to consortium partners in Ethiopia and Kenya on inclusion strategies.
Mainstream PSEAH and safeguarding across all activities.
2. Community Engagement
Facilitate sustained dialogues on gender norms, generational roles, and inclusion with elders, men, women, and youth.
Support role models, gender champions, and youth influencers to lead change within their communities.
Organize awareness campaigns and cultural events (e.g. World Women’s Day, Marsabit Annual Cultural Festival, local theatre, sports events) that challenge harmful norms and highlight positive examples.
Mentor women, youth, and PWD groups to access and manage micro-grants, strengthening local ownership.
3.Capacity Building and Institutional Strengthening
Train staff, community facilitators, and partners on gender-sensitive programming, PSEAH, safeguarding, and inclusion.
Build the capacity of women-led groups, youth platforms, and PWD associations to engage in governance and peace processes.
Develop and share practical tools (illiterate-friendly templates, visual materials) for inclusive participation.
4.Advocacy and Policy Influence
Support preparation of gender- and youth-responsive policy briefs, factsheets, and advocacy materials.
Facilitate linkages between women’s networks, youth platforms, and government bodies to influence inclusive governance and peacebuilding.
Contribute to institutionalizing gender and inclusion practices within government planning and customary governance structures.
Provide technical inputs to project concept notes and proposals to ensure gender and inclusion are integrated into design and planning.
5. Documentation, Learning, and Communication
Document lessons learned, success stories, and case studies related to gender and inclusion.
Provide inputs to the Communications Officer for storytelling, positive role model features, and the Youth for Peace social media campaign.
Contribute to MEAL by ensuring sex, age, and disability disaggregated data is collected and analysed.
Prepare and submit regular progress reports to the Field Office Coordinator/MEAL Officer, highlighting achievements, challenges, and lessons learned.
Share best practices and learning with consortium partners and external platforms.
6.Cross-cutting Responsibilities
Uphold HEKS/EPER’s values, safeguarding, and PSEAH standards.
Ensure accountability and inclusion of marginalized voices in project planning, implementation, and monitoring.
Represent HEKS/EPER and the consortium in relevant gender and inclusion coordination forums in Ethiopia and Kenya.
Support other project components when required, ensuring an integrated HDP Nexus approach.
Experience working in a consortium or multi-stakeholder environment is desirable.

The employee may be asked to perform duties and tasks not covered in this job description within the remit of their expertise as well as to provide support to other areas when necessary.
Minimum Qualifications and Experience, Skills and Capabilities:
Qualification and Experience
Bachelor’s or Master’s degree in Gender Studies, Social Sciences, Development Studies, Human Rights, or related field.
At least 5 years of experience in gender equality, women’s empowerment, youth engagement, and/or inclusion of marginalized groups, especially persons with disabilities in development or humanitarian programs.
Proven expertise in gender-transformative approaches, intersectionality, and disability inclusion in pastoralist or fragile settings.
Strong knowledge of harmful social norms, GBV/SGBV dynamics, and strategies for social norm change in Borana and/or Marsabit.
Experience conducting gender analyses, social inclusion assessments, or participatory research.
Demonstrated experience working with community groups (women-led, youth, PWD), customary institutions, and government stakeholders.
Excellent command of English, and fluency in Afan Oromo required. Knowledge of Swahili or local languages in Marsabit is an asset.
Skills and Capabilities
Strong facilitation, coaching, and community dialogue skills.
Capacity to develop and use illiterate-friendly tools and inclusive methodologies.
Excellent report writing, documentation, and advocacy skills, including preparing policy briefs and visibility products.
Knowledge of participatory methods (PAP, PCVA, ABCD) with a gender and inclusion lens.
Good IT skills, including MS Office and digital tools (Kobo Toolbox).
Ability to work collaboratively with multicultural teams and diverse stakeholders.
Strong interpersonal and negotiation skills to engage elders, religious leaders, and role models.
Commitment to safeguarding, PSEAH, and conflict-sensitive programming.
Willingness and ability to travel frequently, including to remote and hard-to-reach areas.
