NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2020-2024), NCA Ethiopia implements programmes focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

NCA would like to invite interested and qualified applicants for the following positions.
1, Position Title: Grant & Compliance Officer
Number Required:1 position
Reports to: Grant & Compliance Manager
Duty Station: Addis Ababa
Length of Contract: Up to August 2026, with a possibility of extension based on performance and funding availability
Salary: ETB 72,000
The purpose of the Grant & Compliance Officer position is to ensure that donor funds are managed and utilized in accordance with donor requirements, NCA policies, and applicable regulations. The position is responsible for ensuring strong grant compliance, effective partner management, accurate financial and donor reporting, and high-quality documentation to support decision-making and demonstrate overall program performance.
Major Duties & Responsibilities:
A, Grant Management and Compliance
Manage donor-funded projects in compliance with donor agreements, NCA policies, procedures, and systems.
Ensure that all grants are administered in line with contractual obligations and internal compliance standards.
Set up new Project IDs (PIDs) in Maconomy, follow up approvals, and ensure correct budget allocation.
Develop grant distribution matrices in close coordination with Program staff.
Review partner agreements to ensure alignment with approved grant matrices, budgets, and procurement plans.
Maintain complete grant documentation in Maconomy and PIMS, including Grant and donor agreements, Grant distribution matrices, partner agreements and budgets, Procurement plans, Approved budgets and budget revisions.
Coordinate with Finance staff to allocate or reverse expenditure to the correct grants and funders as required
B, Partner Monitoring and Financial Reporting
Timely Review and finalize periodic and annual partner financial reports in coordination with Finance and Programme teams.
Conduct partner monitoring and follow-up visits as required. Reports and follow-up on findings and corrective actions.
Support the development of partner Capacity Building Plans with clear action points and follow up on implementation.
Support post-award monitoring to ensure compliance with NCA and donor requirements.
Collaborate with Procurement, Logistics, Finance, and Programme teams to ensure effective management of sub-grant agreements.
C, Donor Reporting
Prepare donor financial and grant reports.
Ensure donor reporting requirements are met through accurate data from the accounting system.
D, Budget Management and Analysis
Preparation and maintenance of the Country Office operating budget.
Provide analysis on variances, spending trends, pipeline needs, and burn rates.
Update financial information and BvA reports for Finance and Programme teams as required.
Ensure projected expenditures are aligned with approved budgets and donor conditions.
B, Other Responsibilities
Contribute to the effective functioning of the Finance Department by undertaking additional duties assigned by the Line Manager.
Facilitate and support external audits and internal audits conducted by the Donor, NCA Internal Audit.
Job Requirements
Minimum Qualifications Required:
Bachelor’s degree in accounting, Finance, or Business Administration.
Minimum of 5 years of relevant professional experience in grant management, donor compliance, financial management, or a similar role in an NGO or international organization.
Demonstrated experience in partner management, including sub-granting, partner monitoring, and financial report verification.
Practical experience working with financial and grant management systems (ERP, experience with Maconomy and PIMS is an advantage).
Knowledge and skills required:
Strong knowledge of donor compliance requirements, grant agreements, and financial reporting standards. (e.g., EU, NORAD, NMFA, UN agencies).
Solid understanding of NGO financial management, sub-granting, and partnership modalities.
Excellent analytical skills with the ability to identify risks, variances, and compliance gaps.
Strong organisational and documentation management skills with close attention to detail.
Ability to work independently, manage multiple priorities, and meet strict deadlines.
Strong coordination and communication skills, with the ability to work effectively with finance, programme, and operations teams.
Proficiency in Microsoft Excel and other MS Office applications (Outlook, PowerPoint)
Strong written and verbal communication skills in English.
