Job Summary

The Head, Budget Planning, Monitoring and Reporting provides strategic leadership and managerial oversight for institutional budget planning, programme-based budgeting, performance monitoring, reporting, and accountability. The role ensures that Africa CDC’s strategic objectives and public health mandates are translated into costed plans, approved budgets, effective resource allocation, and robust performance and financial reporting frameworks.
The incumbent leads the integration of planning, budgeting, monitoring, reporting, and accountability systems to ensure transparency, results-based management, optimal resource use, and evidence-based decision-making throughout the organization.

Job Requirements

Education:

  • A Master’s degree in Accounting, Finance, Economics, or Business Management/Administration

  • Professional certification (CPA, ACCA, CA, CIMA, or equivalent) is required.

Experience:

  • Twelve (12) years of relevant work experience, out of which seven (7) and five (5) years should have been served at managerial and supervisory levels.

  • Experience in international or intergovernmental organizations is required.

  • Experience in result-based budgeting and other equivalent budget methodologies is key.

  • Experience in using SAP and knowledge of other ERP systems is a plus.

Duties and Responsibilities

Main Functions
  • Provide strategic leadership and managerial oversight of the Division to ensure effective delivery of budget planning, monitoring, reporting, and accountability functions.

  • Lead the development, consolidation, and presentation of Africa CDC’s annual and multi-year budgets in line with approved strategies and priorities.

  • Ensure alignment between strategic plans, business plans, programme priorities, budgets and performance results.

  • Design and implement policies, systems, tools, and frameworks for results-based budgeting, performance monitoring, and reporting.

  • Oversee budget execution, monitor expenditures, analyze variances, and recommend corrective actions, including reallocation of resources where necessary.

  • Strengthen accountability mechanisms linking results achieved to resources deployed.

  • Ensure robust, timely and high-quality financial, programme and performance reports (monthly, quarterly, mid-term and annual).

  • Provide technical leadership on planning, budgeting, monitoring, and reporting to internal stakeholders and partners.

  • Manage risks, ensure compliance with AU/Africa CDC rules and regulations, and contribute to business continuity planning.

  • Represent Africa CDC in relevant forums, meetings, and conferences related to planning, budgeting, and performance management.

  • Foster a high-performance culture that promotes collaboration, transparency, learning, and continuous improvement.

Specific Responsibilities

Budget Planning

  • Lead the end-to-end preparation, consolidation, and submission of Africa CDC’s annual and multi-year programme and operational budgets in line with approved strategic priorities and governance requirements.

  • Translate institutional strategies, mandates, and business plans into costed budget frameworks, ensuring alignment between objectives, activities, outputs, and available resources.

  • Provide strategic guidance and quality assurance on budget proposals submitted by Directorates, Centers, and Divisions, ensuring accuracy, completeness, and compliance with applicable rules and standards.

  • Conduct financial analysis, cost estimations, scenario planning to support prioritization, decision-making, and optimal allocation of resources.

  • Ensure approved budgets are accurately reflected, controlled, and managed within ERP systems, and that budget ceilings and allotments are respected.

  • Lead mid-year and periodic budget reviews, assess financial performance against plans, and recommend reallocations or corrective measures as required.

  • Advise senior management on budgetary trends, risks, funding gaps, and resource optimization opportunities.

  • Strengthen institutional capacity in results-based budgeting through guidance, tools, and targeted training.

Monitoring and Reporting

  • Establish and oversee institutional monitoring and reporting frameworks, including KPIs and performance scorecards, linking results achieved to resources deployed.

  • Ensure timely preparation and submission of high-quality financial, programme, and performance reports (monthly, quarterly, mid-term, and annual) for internal and external stakeholders.

  • Lead data analysis, interpretation, and visualization to provide clear insights on progress, risks, and performance trends to senior management.

  • Monitor budget execution and programme performance to ensure accountability, transparency, and value for money. Coordinate management responses to audit, evaluation, and oversight findings, ensuring the timely implementation of agreed recommendations.

  • Establish and oversee performance monitoring frameworks, KPIs, and scorecards linking results achieved to resources deployed.

  • Ensure timely preparation of high-quality financial, programme, and performance reports (monthly, quarterly, mid-term, and annual).

  • Lead data analysis, visualization, and interpretation to provide evidence-based insights for management decision-making.

  • Oversee monitoring of budget execution and programme performance to ensure accountability, transparency, and value for money.

  • Coordinate responses to audit, evaluation, and oversight findings, ensuring implementation of agreed recommendations.
