Ethiopian Capital Market Authority is established by Capital Market Proclamation No 1248/2021 as an autonomous Federal Regulatory Authority. One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner. ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility, or any other activity deemed by ECMA as a regulated activity under its jurisdiction. ECMA regulates and oversees trading in primary and secondary markets of securities, the use of electronic trading platforms that deal with securities, and gives recognition and oversees the activities of self-regulatory organizations. 

Statement of the Purpose 

The Job holder will be responsible for corruption prevention, implementing conflict of interest prevention systems, establishing a corruption information generation system and ensuring ethics prevails in the Authority. 

Duties & Responsibilities:

Receives directions from the Director General and the Federal Anti-corruption Commission and implements them 

  • Develops a training strategy and program; allocates a budget; implements.

  • Ensures the Ethics and Anti-Corruption training and assessment system developed by the Authority are in line with the ethics-building strategy and directions of the commission.

  • Monitors the implementation of the training evaluation, ethical access and quality assurance system (Ethics and Integrity Framework) developed by the commission.

  • Prepares recognition awards and incentive guidelines that consider the work behaviour of the Authority 

  • Conducts and monitors corruption vulnerability risk studies that help in the implementation of anti-corruption policy and strategy. 

  • Identify the practices of the work units of the institution that are at risk of corruption.

  • Submits proposals to the Commission to be used as resources for anti-corruption policy and strategy 

  • Develops strategic options for the Authority’s risk prevention and implement them

  • Works in cooperation with the commission to carry out an accreditation assessment on the level of transparency and accountability of the Authority in the prevention of corruption.

  • Advises and monitors the implementation of digital technology development that will help the institution to prevent the risk of corruption.

  • Identify employees vulnerable to malpractice and corruption in the Authority

  • Ensures the Authority’s employees, leaders and senior officials register their wealth 

  • Design a conflict-of-interest elimination strategy and monitor its implementation.

  • Prepares a procedure for receiving, organizing, analyzing and reporting corruption suggestions

  • Monitors and ensures that strict security procedures are in place to ensure whistle-blowers' telephone, mail and other confidential communications are not misused.

  • investigate suggestions and forward to the relevant judicial body if further investigation is required

  • Identifies and works on audit findings reported by internal or external auditors and grievance committee

  • Provides detailed counselling services for general inquiries from the Authority’s management and employees 

  • Handles any other related assignments from the General Director and the federal Ethics and Anti-corruption Commission

Job Requirements

Qualification Requirement

  • Master’s Degree or above in Business Management, Economics, Accounting, Psychology, Sociology, Law, Public Administration, Governance, Project Management or a field related to the Job function from an Accredited or recognized learning institution.

  • 6 years of relevant experience out of which 2 years in a management position
