Background
The Federal Ministry of Health of Ethiopia has made significant progress in strengthening the national health information system and expanding digital health solutions, including widespread use of DHIS2 for routine reporting and performance monitoring. Despite these gains, persistent challenges remain in data quality, interoperability, real-time analytics, and effective use of data for decision-making at national and subnational levels. Subnational information systems remain underutilized due to routine data accuracy, completeness, and timeliness.
Various assessments revealed that only a limited number of health facilities meet acceptable data quality standards, and discrepancies between reported figures and source documentation are still common. Key contributing factors include workforce capacity gaps, reporting disruptions, outdated population denominators, and the absence of recent census data.
The Actionable Health Analytics for Decision-making (AHEAD) initiative is designed to address these gaps by transforming routine health data into actionable insights. Through systematic review, cleaning, verification, and triangulation of facility-level data, AHEAD enables subnational teams to identify service gaps, monitor program implementation, and track zero-dose and under-immunized populations. The initiative also strengthens capacity in data quality assessment, analytics, interpretation, and routine data, turning data into a reliable foundation for evidence-based planning and targeted interventions.
Justification
As the AHEAD initiative transitions toward routinization and institutionalization within the national health information system, the Ministry of Health recognized the initiative’s strategic importance and officially requested support from Client with Letter Ref. 4/210/01/17, dated 16 February 2026 to deploy a dedicated consultant. The support is important to bolster overall HIS and ensure the sustained integration of AHEAD within the national platform will provide technical support to strengthen subnational information systems, improve routine immunization data quality, and enhance the actionable use of data to drive evidence-based decision-making and overall health system performance.
Objective
To strengthen health data systems, digital health solutions, and monitoring and evaluation (M&E) to improve data quality, analysis, and use for evidence-based planning, program monitoring, and performance management across the health sector.
Specific Objectives
Strengthening health and immunization data management and reporting through AHEAD initiative through national platforms such as DHIS2.
Improve data quality through the implementation of various data quality validation processes.
Support 2025 eJRF data cleaning and submission
Promote data analysis and triangulation to support evidence-based decision-making.
Build capacity of MoH and regional teams in data use, digital tools, and M&E practices.
Support data-driven immunization programming, including identification of zero-dose and missed children.
Scope of Work
The consultant will provide technical support to the Ministry of Health Statistics and health information desk at Strategic affairs led executive office to strengthen health data systems, digital health solutions, and monitoring and evaluation mechanisms. The support will focus on improving the data quality, analysis, and use of routine health and immunization data through national platforms such as DHIS2. The consultant will support data quality improvement initiatives, including data analytics, RDQA, develop and optimize digital dashboards and data visualization tools, and enhance data triangulation for evidence-based decision-making. In addition, the consultant will contribute to strengthening monitoring and evaluation frameworks and building the capacity of national and subnational teams in data analysis, digital health tools, and data-driven program management.
Job Requirements
Education: Advanced degree in Public Health, Health Informatics, Epidemiology, Data Science, or related field.
Experience: Minimum 8–10 years of professional experience in health data management, digital health, and M&E, preferably in public health programs. Proven experience with DHIS2, EIR, e-CHIS, EMRs, digital health solutions, and data analytics is needed.
Job Competencies
Strong understanding of M&E frameworks, survey design, and program impact assessment.
Experience in DHIS2 analysis, use and capacity building
Experience in health data analytics and use for decision
Experience working with governments, International agencies, or international NGOs has an advantage
Excellent communication, leadership, and partnership skills.
Solid experience on immunization
Languages: Fluency in English is required, and knowledge of the official language of the country and main local language of the respective region is an advantage
Other Skills and attributes:
Very good Interpersonal communication skills, teamwork, work adaptability in a multi-cultural environment, proven ability to facilitate cooperation in a multidisciplinary team.
Self-motivated, ability to work with minimum supervision, seriousness about quality and timeliness of the work.
Ability to conceptualize, develop plans and manage programs as well as to transfer knowledge and skills to the health workers at the sub-national level.
Good data and analytical, negotiating, communication and advocacy skills.
Knowledge of Microsoft Office and analytical tools/applications
TAs will be recruited through a client -appointed third-party HR Management firm.
TAs will be embedded at the Ministry of Health
TAs will be consulting and planning with the MOH and Client CO Health Team for any logistical arrangements.
TAs should use personal materials/equipment, i.e. mobile phones, computers, etc.
The payment of monthly remuneration is subject to the completion and submission of a monthly progress report for certification.
Duties and Responsibilities
Health Data Systems Strengthening
Support the strengthening and optimization of national health data systems DHIS 2
Support development and refinement of health indicators, metadata, and data standards.
Improve integration of data sources from different health programs and digital platforms.
Develop dashboards and analytics tools to support data-driven decision making
Support DHIS2 implementation, optimization, and data quality check for routine reporting
Support and guide cleaning of 2025 immunization data
Provide support for the 2025 e-JRF data analysis
Communicate with sub-national level HIS focal persons for cleaning 2025 data
Promote interoperability between different digital health systems and platforms.
Support innovative digital initiatives to improve health service delivery and monitoring.
AHEAD Implementation
Support DHIS2 implementation, optimization, and data quality check for routine reporting
Support and guide cleaning of 2025 immunization data
Provide support for the 2025 e-JRF data analysis
Communicate with sub-national level HIS focal persons for cleaning 2025 data
Promote interoperability between different digital health systems and platforms.
Support innovative digital initiatives to improve health service delivery and monitoring.
Data Quality Improvement
Support implementation of data quality assurance mechanisms, including routine data quality assessments.
Follow-up the cleaning of immunization data, cleaning outliers, missing and inconsistencies and reporting the same number across the months
Strengthen data validation, verification, and feedback systems across administrative levels.
Provide technical guidance on improving data completeness, timeliness, and accuracy.
Capacity Building
Provide training and mentorship to Ministry staff and regional teams on health data management, digital health tools, and data use.
Develop user guides, training materials, and standard operating procedures.
Strengthening capacity for data visualization and interpretation.
Reporting and Knowledge Management
Prepare technical reports, dashboards, and analytical briefs.
Document lessons learned, good practices, and innovations in health data management.
Support dissemination of findings to stakeholders and partners
Clean data for e-JRF 2025.
Digital health dashboards and analytics tools.
Data quality assessment reports and improvement plans.
Training materials and capacity-building sessions
Periodic progress reports and a final consultancy report.
Reporting
The consultant will work under the direct supervision of the Statistics and health information MOH strategic affairs Lead Executive Office and Client ECO Immunization specialist
He/she will work closely with the respective LEO (Strategic affairs and MNCAH and provide direct support and progress reports to the lead executive office and Client EPI team
Policy both parties should be aware of:
HR firm will manage all the administrative issues and aspects based on HR’ policies and procedures.
All remuneration must be within the contract agreement through the HR firm
No contract may commence unless the contract is signed by both HR firm and TA.
Travel will be facilitated and managed by the HR firm in agreement with Client.
Consultants will not have supervisory responsibilities or authority on Client budget
