CHILD SAFEGUARDING:

  • Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

  • The Health, Nutrition, and WASH Program Manager plays a key leadership role in designing, managing, and coordinating integrated Health, Nutrition, and Water, Sanitation, and Hygiene (WASH) programs. This position ensures that program activities meet the highest standards of quality, are aligned with organizational and donor goals, and address the needs of target populations, especially in humanitarian or development settings. The program manager leads and oversees the effective planning, implementation, monitoring, and evaluation of Health, Nutrition, and WASH programs. The manager ensures the delivery of integrated, high-quality services to improve the health and well-being of vulnerable populations, especially women and children, while ensuring accountability, compliance, and sustainability. This position holder also gives emphasis to program strategy and design by leading the development of integrated Health, Nutrition, and WASH strategies and action plans, conducting needs assessments and situational analyses to inform program design, and ensuring alignment with national policies, donor requirements, and organizational goals. He/she will oversee the implementation of activities across all three sectors (Health, Nutrition, and WASH), ensure timely, quality delivery of program outputs and outcomes. Manage budgets, resources, and work plans effectively. Additionally, this position holder will develop and oversee MEAL frameworks to track progress and impact, ensure accountability to beneficiaries and stakeholders, facilitate learning and adaptive programming through regular reviews and feedback loops. He/she will supervise and support technical and field staff, build the capacity of team members and local partners through training and mentoring, and foster a culture of collaboration, accountability, and innovation. Furthermore, the program manager will provide technical expertise in Health, Nutrition, and WASH activities, ensure interventions follow global standards (e.g., SPHERE, WHO, UNICEF) and best practices, and promote integration across sectors to maximize impact. He/she will coordinate with government ministries, UN agencies, NGOs, and donors, represent the organization in cluster meetings, technical working groups, and coordination forums, build and maintain strategic partnerships and networks. The role holder will contribute to proposal development and fundraising efforts, ensure compliance with donor regulations and reporting requirements, and maintain effective communication with donors and stakeholders. ultimately, he/she will identify and mitigate risks related to program implementation, uphold safeguarding policies to protect vulnerable populations and staff, and promote safe, inclusive, and gender-sensitive programming.

SCOPE OF ROLE:

Duties & Responsibilities:

Program Planning and Implementation

  • Ensure effective planning, implementation, and monitoring of integrated Health, Nutrition, and WASH programs.

  • Lead the development of detailed work plans and ensure adherence to timelines and targets.

  • Oversee the delivery of services in line with national and international standards.

  • Support the FOM in the drafting of an MOU with the relevant regional partners, follow up on the review and revision processes, as well as finalization and signing.

  • Prepare periodic reports on the implementation of project activities as per the requirements of SCI, regional MOUs, and specific project donors.

Technical Quality and Integration

  • Ensure all interventions are technically sound and evidence-based.

  • Promote the integration of Health, Nutrition, and WASH to enhance overall impact.

  • Provide regular technical support to field teams and partners.

Monitoring, Evaluation, and Reporting

  • Oversee the development and use of M&E systems to track program performance.

  • Ensure timely and quality reporting to donors, government, and internal stakeholders.

  • Promote a culture of learning and continuous improvement through reflection and adaptive management.

Team Management and Capacity Building

  • Lead, supervise, and mentor program staff, ensuring clear roles and responsibilities.

  • Identify capacity gaps and implement training plans for staff and partners.

  • Foster an inclusive, accountable, and high-performing team culture.

Partnership and Coordination

  • Coordinate closely with government counterparts, UN agencies, NGOs, and community stakeholders.

  • Represent the organization in health, nutrition, and WASH coordination forums.

  • Build and maintain strong, strategic partnerships to support program goals.

Budget and Resource Management

  • Ensure efficient and accountable use of program resources.

  • Monitor program budgets, expenditures, and procurement in compliance with donor and internal policies.

  • Identify resource gaps and contribute to resource mobilization efforts.

Risk Management and Compliance

  • Identify and mitigate programmatic, operational, and safeguarding risks.

  • Ensure compliance with organizational policies, donor requirements, and national regulations.

  • Promote child protection, gender equality, and inclusion in all program activities.

Advocacy and Representation

  • Advocate for increased attention and investment in health, nutrition, and WASH at the local and national levels.

  • Represent the organization in relevant forums and contribute to policy dialogue.

  • Share lessons learned and best practices to influence policy and practice.

Job Requirements

Educational Qualifications

  • Master’s degree (or equivalent) in Public Health, Nutrition, Environmental Health, Water and Sanitation Engineering, or a related field.
    (A bachelor’s degree may be accepted with significant experience.)

  • Professional Experience

  • Minimum 5–7 years of progressively responsible experience managing integrated Health, Nutrition, and/or WASH programs, preferably in humanitarian or low-resource settings.

  • Proven experience in program design, implementation, monitoring, and evaluation.

  • Demonstrated experience in team management, capacity building, and staff supervision.

  • Experience working with donor-funded projects (e.g., USAID, ECHO, UNICEF, WFP, etc.).

  • Strong background in community-based health/nutrition/WASH programming and systems strengthening.

Technical Skills and Competencies

  • Solid technical knowledge in one or more of the following:

    • Community Health and Primary Health Care

    • Infant and Young Child Feeding (IYCF), CMAM, IMNCI

    • WASH infrastructure, hygiene promotion, and behaviour change

  • Strong project cycle management skills, including budgeting, planning, and reporting.

  • Proficiency in data analysis, interpretation, and use for decision-making.

  • Familiarity with international standards (e.g., SPHERE, WHO, UNICEF WASH, and Nutrition guidelines).

Communication and Leadership Skills

  • Strong leadership and interpersonal skills with the ability to build relationships and manage diverse teams.

  • Excellent written and verbal communication in English (and local language if applicable).

  • Ability to represent the organization in technical working groups, donor meetings, and coordination forums.

Other Requirements

  • Willingness to travel frequently to remote field locations.

  • Understanding of and commitment to humanitarian principles, safeguarding, gender equality, and accountability to affected populations.

  • Computer literacy (e.g., MS Office, statistical software like SPSS, Kobo, or DHIS2).
