Scope of responsibility:
With the support and guidance of the HPCE Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and procedures
Accountabilities:
HPCE strategy, activities and monitoring:
Actively contribute to the design/adaptation of the HPCE strategy / workplan.
Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
Organizing health awareness sessions for MSF's medical and non-medical staff
Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
Contribute to rapid assessments and surveys.
Actively support in the systematic collection, encoding and reporting of community feedback and rumors.
Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
Contribute to the community mapping.
Monitoring: Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.
Monitoring: Contribute to the analysis of the monitoring data and look for adjustment (in collaboration with HPCE manager), monthly reporting (MMR, sitrep).
Team management:
Contribute to evaluation of the HP team (with the HPCE manager).
Contribute to the development plan for the HP team.
Training: Contribute to the needs assessment, design and implementation of training for the HP team, in collaboration with the HPCE manager.
Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
Ensure the organisation of regular HP team meetings
Specific Accountabilities:
Location: based in Begi, West Wellega, Oromia Region / hard-to-reach place, volatile security context.
In collaboration with MOH
In collaboration with the PMR and laboratory team work on blood donation drives.
Ensure there is a reliable donors list to facilitate availability of blood in the facility
Lead and supervise health promotion in the health facility, mobile clinics and outreach, improving early care-seeking in hard-to-reach populations
Implement targeted HP activities for priority diseases:
Malaria (prevention, early testing and treatment)
Measles and cholera awareness and response
Malnutrition screening (MUAC) and referral
Pneumonia and diarrhoeal disease prevention
Strengthen community engagement and acceptance by working with community leaders, adapting messages, and building trust in MSF services
Establish and supervise community-based surveillance, including active case finding, early alerts, and linkage to care
Deliver ICCM health education, focusing on danger signs, care-seeking, and mobile clinic service availability
Conduct population mapping to identify underserved areas, population movement, and access barriers, adapting outreach accordingly
Ensure systematic collection and use of community feedback and rumors to adjust strategies
Support emergency preparedness and response through outbreak messaging, HP team training, and rapid response during alerts
Promote safe access to care and medical neutrality, raising community awareness on protection of health services
Coordinate with MoH, local authorities, and community structures to improve access and service utilization
Build capacity of HP teams and community actors through training and on-the-job coaching
Ensure HP activities support mobile clinic performance, increasing attendance, timely referrals, and continuity of care

Requirements
Education:
Essential: secondary school diploma
Desirable: Bachelor in social sciences, social work, behavioural sciences, public health, community health, nursing
Experience:
Essential: At least 2 years’ experience in: health promotion, team management experience, program implementation
Experience qualitative methodology is highly desirable
Languages:
High level command oral and written English; Afan Oromo highly desirable
Knowledge:
Basic competencies in word and excel are essential.
Excellent understanding of MSF’s principles and values

Job Requirements Candidates should have a Bachelor's degree in Social Sciences, Social Work, Behavioral Sciences, Public Health, Community Health, Nursing, or a related field from a recognized college or university. Candidates should have a minimum of two (2) years of relevant experience in health promotion, team management, and program implementation.
