Introduction Within the framework of CIFA’s Country Programme in Ethiopia, the HR & Compliance Officer is responsible for managing human resources functions and ensuring full compliance with national labor laws, immigration regulations, donor requirements, and internal organizational policies across all projects and programmes implemented by CIFA. The position plays a key role in supporting effective people management, overseeing work permit and visa processes for national and expatriate staff, ensuring regulatory and donor compliance, and promoting ethical standards and sound HR practices. The HR & Compliance Officer contributes to a compliant, inclusive, and well-functioning workplace that enables the successful implementation of CIFA’s programmes.
Organization CIFA is an international NGO with over 40 years of experience in protecting vulnerable children and youth. Active in Ethiopia for more than 20 years, CIFA promotes access to quality education, gender equality, women’s economic empowerment, and inclusive livelihoods. Through its integrated approach, CIFA has developed strong expertise in solid waste management and circular economy initiatives, linking environmental sustainability with socio-economic inclusion. CIFA currently operates in Addis Ababa, Dire Dawa City Administration, Amhara (South Wollo), Harari, and Oromia Region.
CIFA ETS is implementing the project RELIEF AID 13507 in Dessie Zuria, Kallu, Argoba, Worebabo, and Kutaber Woredas of South Wollo Zone, Amhara Region. The project focuses on multipurpose cash support (MPCA), psychosocial support (PSS), gender-based violence (GBV) response, and education in emergencies. The primary objective of this intervention is to support a rapid and effective humanitarian response by improving the living conditions of vulnerable families residing in internally displaced persons (IDP) camps. As highlighted in the project document, CIFA ETS plans to provide Multi-Purpose Cash Assistance (MPCA) to 1,859 households across five IDP sites in the South Wollo Zone.
Duties and Responsibilities
Manage end-to-end recruitment, onboarding, and the full employee lifecycle
Publish job vacancies on Ethiojobs and other platforms as required
Prepare, maintain, and update employment contracts, personnel files, and HR records
Administer performance management, probation, and employee appraisal processesAdminister performance management, probation, and employee appraisal processes
Handle employee relations matters, including grievances and disciplinary procedures
Coordinate staff training, capacity development, and employee engagement initiatives
Advise management and employees on HR policies, procedures, and best practices
Record, monitor, and follow up on staff leave plans and leave utilization
Coordinate and follow up on administrative requests with ACSO
Manage leave, attendance, and payroll coordination, as applicable
Ensure compliance with labor laws, employment regulations, and internal company policies
Manage work permit, visa, and residency processes for expatriate employees
Prepare, submit, renew, and cancel work permits and visas in coordination with relevant authorities
Maintain accurate and up-to-date records of employee immigration status and permit expiry dates
Liaise with government bodies, immigration offices, ACSO, and external service providers
Ensure compliance with immigration laws and employment eligibility requirements
Develop, review, and implement HR, compliance, and internal control policies and procedures
Conduct internal compliance audits and risk assessments
Support the Finance Officer by scanning, copying, and organizing financial documents as required
Support the Logistician procedures.
Monitor updates, announcements, and regulatory changes from the Ethiopian Revenue Authorities
Support investigations related to policy breaches, misconduct, or non-compliance afet Safety and Compliance
Ensure activities are implemented in line with security procedures and duty of care standards. Promptly report any incidents or concerns to the SWM Expert and Country Representative
Remuneration
The employee’s Gross Salary will start from € 399.19 (Three hundred ninety- nine & nineteenEuro) based on the salary scale of the Organization (Grade 7 -Step 1) or could be negotiated based on their previous earning history. The salary will be paid at the end of each month to the employee’s bank account. This gross salary included monthly transport allowance and pension fund as per the law of the Country and medical & life insurance as per the policy CIFA.
Job Requirements
● Bachelor’s degree in human resources management, Business Administration, Public Administration, Law, Management, or a related field Experience
● Minimum 3–5 years of experience in HR, compliance, or work permit/immigration administration spent in the humanitarian, development, or NGO sector.
