Under the direction  of the HR & Development Director , HR& Development Manager is responsible and accountable to planning organizing and coordinating the activities of the division; implementing and coordinating personnel programs as recruitment, testing, selection, placement, promotion, transfer and retirement; providing advice on the interpretation and application of company personnel policies, and the labour law; formulating and reviewing personnel policies and procedures; developing short and long term manpower plans; developing and implementing staff career strategies; preparing and submitting periodic progress reports. 

Duties & Responsibilities 

-Plans, organizes, directs and controls the major activities of the division;

-Formulates and reviews procedures governing recruitment, selection, job classification, wage and salary administration, records management and other personnel matters;

-Coordinates the implementation of personnel policies, and strategies and the labour law; resolves procedural problems arising from their application;

-In collaboration with relevant work units, develops short and long-term manpower plans and programs; ensures that lists of corporate human resources are updated with the necessary details;

-Prepare Annual leave schedule and keep the record. 

-Implement or cause for the implementation of personnel programs such as recruitment, testing, selection, placement, promotion, transfer and retirement;

-Provides advice guidance and information to supervisors and employees on the interpretation, application and implementation of corporate personnel policies, procedures and regulations;

-Ensures that necessary information is supplied to new recruits regarding nature of job vacancies, corporate policies, duties and responsibilities, working conditions, pay and promotional opportunities;

-Develops and implement staff career development strategies through the application of proper reward systems;

-Studies employee turnover, absenteeism and the like; identifies root causes and presents solution options;

-Ensures the maintenance of confidential personnel files and records; prepares and maintains personnel database;

-Conducts periodic research to improve the productivity and efficiency of corporate human resources;

-In collaboration with others undertakes salary survey studies on working conditions;

-Directs and supervises the collection of filled-in performance evaluation reports form departments;

-Check & update confidential personnel records;

-Plan with management and supervisors to determine personnel requirements and carries out analysis to obtain detailed information on job specifications;

-Prepare & plan of short and long-term corporate manpower requirements;

-Maintaining records of personnel-related data in the database and ensuring all employment requirements are met

-Prepare &  records of personnel-related data (payroll, personal information, leaves, turnover rates etc.) in both paper and the database and ensure all employment requirements are met

-Lead & Liaise with other departments, Business units or functions (payroll, benefits, attendance, OT, etc.)

-Shortlist & identify the recruitment/hiring process by sourcing candidates, performing background checks, assisting in shortlisting, issuing employment contracts etc.

-Plan and monitor the development of different strategies and policies, including recruitment, discipline, payroll, training, and succession planning

-Prepare a Career Progression Path for all staff, managers and employees. 

-Performs other related duties as required.

Job Requirement:

  • Master’s in Management, Human Resource Management, Public Administration or another relevant field of study.

  • 10 years related work experience, of which 5 years in a manager Position.
