The HSE Manager is responsible for establishing, implementing, and maintaining the Health, Safety, and Environment (HSE) management system for a garment manufacturing facility. This role ensures compliance with applicable HSE laws and standards while addressing risks related to printing machines, down injection equipment, and poly fiber filling operations. The HSE Manager plays a key role in protecting employee health, preventing workplace accidents, and reducing environmental impact

Duties and Responsibilities:

  • Develop, implement, and continuously improve HSE policies, procedures, and programs tailored to garment manufacturing operations

  • Ensure compliance with occupational health, safety, and environmental regulations applicable to textile and apparel factories

  • Identify hazards and conduct risk assessments related to:

  • Printing machines and heat press equipment

  • Down injection and fiber filling machines

  • Dust, fibers, chemicals, and airborne particles

  • Ensure proper machine guarding, lockout/tagout, and safe operating procedures for all production equipment

  • Manage exposure control measures, including ventilation, dust collection, and housekeeping programs

  • Oversee chemical management, including MSDS/SDS, safe storage, handling, and labeling of inks, solvents, and cleaning agents

  • Investigate accidents, incidents, and near misses, and implement corrective and preventive actions

  • Develop and deliver HSE training, toolbox talks, and awareness programs for production workers and supervisor

  • Implement fire prevention and emergency response programs for flammable materials such as down and polyester fibers

  • Manage PPE programs, ensuring appropriate selection, use, and compliance

  • Coordinate HSE audits, inspections, and buyer or third-party compliance assessments

  • Serve as the primary point of contact for regulatory authorities and external auditors

  • Monitor HSE performance indicators and prepare regular reports for management

  • Promote a strong safety culture across all levels of the organization

Job Requirement

Qualifications

  • Education: Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field

  • Experience፡ Minimum 5 years of HSE experience in manufacturing, textile, or garment production environments

  • Professional HSE certifications (e.g., NEBOSH, IOSH, OSHA) preferre

  • Solid knowledge of occupational safety, industrial hygiene, and environmental management

  • Experience with risk assessments, incident investigations, and factory audits

Skills & Competencies

  • Strong leadership and communication skills

  • Ability to engage and influence shop-floor workers and management

  • Practical understanding of manufacturing equipment and processes

  • Strong problem-solving and analytical skills

  • Well-organized with attention to detail
