About the Job

The Human Resource Development & Administration Department Head is responsible for leading and managing all HR and administrative functions to ensure the effective implementation of company policies, compliance with government labor regulations, and support for strategic organizational goals. The role focuses on cultivating an employee-oriented culture that promotes quality, continuous  improvement,  high  performance,  and  employee  well-being. Key areas of responsibility include recruitment and selection, employee relations, discipline and grievance management, training and development, compensation and benefits, performance management, organizational culture, and welfare administration.

 

Duties and Responsibilities

Human Resource Management

  1. Plan, manage, and report all HR and administrative activities regularly within agreed formats and timelines.

  2. Ensure effective implementation of HR policies, procedures, and systems aligned with organizational strategy.

  3. Liaise with department heads to support workforce planning, performance management, and succession planning initiatives.

  4. Review, maintain, and interpret HR policies, ensuring consistency, compliance, and fair implementation across departments.

  5. Manage recruitment and selection processes—job posting, screening, interviewing, selection, and onboarding—to attract and retain top talent.

  6. Ensure employees are matched to appropriate roles through regular job evaluations and competency assessments.

  7. Conduct periodic job grading, compensation reviews, and salary structure updates to maintain internal equity and external competitiveness.

  8. Oversee payroll verification and benefits administration in collaboration with the Finance Department.

Training and Development

  1. Develop and implement comprehensive training and development programs—including orientation, technical, and soft skills training—to enhance employee performance and career growth.

  2. Conduct training needs assessments (TNA) and monitor training effectiveness through feedback and performance outcomes.

  3. Support succession planning initiatives to ensure the company’s future leadership capability.

Employee Relations and Labor Management

  1. Maintain constructive employee relations, ensuring transparent and effective communication between management and staff.

  2. Address employee grievances and manage disciplinary issues in accordance with the company’s policy and Ethiopian labor law.

  3. Ensure compliance with collective bargaining agreements and facilitate their proper implementation.

  4. Conduct employee counseling and wellness programs to support health, motivation, and engagement.

  5. Ensure proper coordination with labor unions, community organizations, and government labor offices.

Administration and Support Services

  1. Oversee administrative services, including transport management, canteen, clinic, and facility- related operations.

  2. Manage and control departmental expenditure within the approved budget, ensuring cost efficiency in all administrative activities.

  3. Ensure proper maintenance and security of employee records, including attendance, leave, training, and performance documentation.

Health, Safety, and Food Safety Management

  1. Oversee employee health and welfare programs to ensure a safe and conducive working environment.

  2. Ensure implementation of the Food Safety Management System (FSMS) within HR and administrative functions.

  3. Implement, monitor, and lead FSMS activities including cleaning schedules, hygiene programs, pest control, waste management, and sanitation validation within HR/Admin areas and across all support functions.

  4. Identify and report food safety hazards or issues to the Food Safety Committee (Safety, Health, and Environment Section).

  5. Promote employee awareness and participation in food safety and workplace hygiene initiatives.

Leadership and Management

  1. Supervise, guide, and develop HR and administrative staff, ensuring high performance, accountability, and continuous professional growth.

  2. Organize regular departmental and cross-functional meetings to enhance coordination and communication.

  3. Perform any other related duties assigned by management.

Job Requirements

Basic Qualifications and Attributes

  1. Education: Master’s or Bachelor’s degree in Human Resource Management, Business Administration, Management, or related fields from a recognized institution.

  2. Experience: Minimum of 8 years of relevant experience, preferably in a managerial role within a manufacturing environment.

  3. Knowledge:

    • Strong understanding of Ethiopian Labor Law and related regulations.

    • Familiarity with HR policies, organizational development, and industrial relations practices.

  4. Skills:

    • Proficiency in Microsoft Office and HRIS/ERP systems.

    • Excellent interpersonal, communication, and analytical skills.

    • Strong leadership, planning, and decision-making abilities.

    • Ability to manage multiple priorities under pressure.

  5. Attributes:

    • High level of integrity, professionalism, and confidentiality.
