Background
The Government of Ethiopia has received financial support from the World Bank to implement the Africa CDC Regional Investment Financing Project (WB_ACDCP). The project aims to strengthen Africa’s public health systems, including laboratory capacity building, preparedness, and response to public health threats. Within this framework, the Laboratory Capacity Building Directorate of the Ethiopian Public Health Institute (EPHI) plays a central role in planning, coordinating, and overseeing the implementation of activities related to laboratory system strengthening, including upgrading infrastructure, procurement, and distribution of equipment and other commodities.
One of the key components of the project is the procurement of laboratory equipment and other commodities to enhance the capabilities of the National and Regional Reference Laboratories. To ensure the smooth and efficient implementation of the procurement activities, EPHI seeks to hire a dedicated Laboratory Equipment and Commodities Procurement Liaison Officer. This position will facilitate communication, technical review, and follow-up of procurement activities, ensuring that all processes comply with the World Bank’s procurement guidelines and EPHI’s internal procedures.
Job Summary
The Laboratory Equipment and Commodities Procurement Liaison Officer will serve as the focal point for all procurement-related activities concerning laboratory equipment and other commodities under the WB_ACDCP Project. The Officer will liaise among EPHI Directorates, the Ministry of Health, Regions, and the procurement team to ensure smooth planning, specification development, procurement, delivery, and commissioning of laboratory commodities and equipment. He/she will coordinate with technical experts and procurement specialists to ensure timely and compliant procurement, documentation, and reporting to the Laboratory Capacity Building Directorate
Job Requirements
Education:
Bachelor’s Degree in Logistics and Supply Chain Management, Economics, Public Procurement and Asset Management, Laboratory Sciences, Pharmacy, Biomedical Engineering, or other a health-related field of study
Experience:
A minimum of 8 years of relevant experience for Master’s Degree holders and a minimum of 10 years’ experience in procurement, laboratory sciences, management, or coordination of laboratory equipment and commodities for Bachelor’s Degree holders
Proven experience in World Bank or other donor-funded procurement processes.
Duration of contract: Until December 31, 2026, with a possibility of extension based on availability of budget and acceptable performance.
Duty station: EPHI, Addis Ababa, with occasional travels to the Regional Reference Laboratories, as required.
Salary: Will be determined in accordance with the Ministry of Finance (MoF) contract staff salary scale and based on the educational status and work experience of the candidate.

Duties and Responsibilities
Coordinate and facilitate communication between EPHI, MoH, Regions, and the World Bank’s procurement teams to ensure alignment of procurement plans and timelines.
Support the preparation, review, and consolidation of technical specifications, terms of reference, and bidding documents for laboratory equipment, reagents, and consumables.
Follow up on the status of ongoing procurement activities and provide timely updates to the Laboratory Capacity Building Directorate.
Review and verify technical compliance of bids, quotations, and proposals in collaboration with other technical experts and the procurement team.
Support the evaluation, selection, and approval of suppliers and contractors in accordance with the World Bank’s procurement regulations and EPHI’s internal procedures.
Facilitate delivery, inspection, installation, and commissioning of laboratory equipment and associated technologies at EPHI and the Regional Reference Laboratories.
Ensure proper documentation and record-keeping of procurement-related documents, communications, and approvals.
Support the preparation of periodic procurement performance and progress reports for submission to EPHI management and the World Bank.
Provide technical support for contract management, follow up on warranties, maintenance, and after-sales service obligations of suppliers.
Liaise with the Finance and Logistics Units to ensure timely payment processing, customs clearance, and distribution of procured items.
Participate in project meetings, review missions, and training sessions related to procurement and supply-chain management.
Perform other duties as assigned by the Director of the Laboratory Capacity Building Directorate
Skills & Competencies
Strong understanding of laboratory equipment specifications, supply-chain systems, and after-sales service management.
Demonstrated ability to coordinate among multiple stakeholders and institutions.
Excellent written and verbal communication skills in English.
Good computer literacy and experience with procurement management systems.
Strong organizational and report-writing skills.
