Main Purpose
Responsible for the implementation of the mission L&D Strategy through the proper use of tools and activities which are in line with the established OCA standard.
Accountabilities
• Promote the learning and development mission specific strategy with related activities and tools.
• Implement the learning needs assessments logic within the mission by assisting the managers in execution of the process.
• Implement tools and monitoring systems to enhance the application of learning within the mission.
• Give guidance to coordinators/supervisors/activity managers on L&D activities and tools.
• Develop / adapt / update training curriculum, training manuals, handouts and other training materials accordingly, to be validated by the Deputy/HRCo.
• Implement plan to enhance the capacities and expertise of Trainers within the mission.
• Facilitate and deliver training courses when required.
Job Accountabilities – Field Focus
• Proactively shares with line manager all information/suggestions/activities related to L&D which may have an impact on planning, budget or HR strategies (i.e. L&D tools, initiatives or opportunities/requests for local, international, intersectional, regional trainings etc.), and does not implement them without previous authorization of line manager.
• Adapts the MSF OCA L&D policies, procedures and tools to the project context and proactively implements them.
• Implements the Learning Needs Assessment logic at project-level ahead of SCP and ACP and during the training cycle.
• Oversees and monitors the implementation of existing templates such as logbooks. Suggests improvements and amendments when necessary.
• Follows processes outlined in the Myanmar Field Training Policy in order to prioritise and respond to needs identified among the MSF and MoHs staff, ensuring that they meet the projects’ operational objectives.
• Maintains the database of the mission trainings
• Efficiently records different learning activities as routine practice in the mission e.g. on job training, induction etc.
• Follows up the quality and impact of briefing and onboarding processes, liaises with other centres for onboarding activities when necessary, collects data and suggest improvements if advisable.
• Ensure that information on training is up to date (i.e. electronic filing).
• Keep up-to-date with developments in training by reading relevant journals, going to meetings, seminars.
• Generate regular reports regarding on training.
• Support and empower administration managers and HR/administration staff of the Mission in her/his area of expertise (i.e. development, induction, detection of talent, training, etc.)
• Support his/her supervisor in performing training needs assessments, determining appropriate content and target groups for training, ensuring the continued improvements and preparing trainings to ensure the coverage of the training needs and maintain high standards of quality.
• Organize and coordinate the logistics and administrative activities needed for learning activities such as distribution materials, equipment requests, transport arrangements, obtaining the material approval of other partners, etc.
• Perform any other job related tasks assigned by his/her supervisors as necessary
Education
Degree in HR or in a field related to didactical or educational psychology
Experience
Working experience of at least 2 year in Learning and Development sector/areas.
Desirable previous working experience in MSF or other NGO in developing countries
Languages
Essential mission working language.
Desirable local language.
Knowledge
Knowledge of HR in general
Knowledge of adult learning principles
Knowledge of staff development tools and strategies
Essential computer literacy (word, excel and internet)
