MSF Holland is looking for: LEGAL SUPPORT
· Number of Position: one· Place of work: Addis Ababa · Terms of employment: 1 year with a possibility of extension · Remuneration and Benefits:- Starting gross salary/month: 53,856.00.00 ETB- Medical Coverage : as per organizational scale- Transportation allowance: 2,200 ETB· Date of application: March 15 – March 23/2023
· Ensure staffing framework compliance with local labour law requirements, based on analysis of the local labour law with the existing legal documents (internal regulations, labour contracts, of protocol agreements, management notes) made by a lawyer responsible for field mission.
· Provide support by assisting the Head of Mission in the administrative part of coordination tasks, ensuring a smooth relation with local and national authorities and relevant actors, contributing to the context analysis and follow-up and providing advice and input in the day to day coordination in order to facilitate the implementation of the mission and the projects.
· Propose solutions adapted to the context, in collaboration with the CMT, the desk and the HQ
· Negotiate and communicate with national staff to implement the validated solutions.
· Assist field staff in the implementation phase and realization of an internal regulations for use of the HR Coordinators of the mission country
General
· Provides support, guidance and advice in the day-to-day coordination of MSF-H programmes in-country,
in accordance with MSF-H Country Policy and in line with MSF quality standards and in accordance to the country law and context.
Legal
· Focal person for all legal cases for Ethiopia mission.
· Represent MSF to all legal institute whenever necessary
· Consult and actively work with all projects and all department at coronation on all points of law
· Provide information on enquiry about different types of laws/proclamation (labor, tax, contract etc)
· Follow up all the court cases on behalf of MSF Holland
· Provide weekly update report to functional managers on all legal cases
· Monitoring of validation procedures for new legal documents
· Comparing labor law, internal regulations and legal documents of MSF present in the country of
operation. Identify points of MSF policy or practice which create vulnerability to legal risk
· Act as a contract manager for the mission for all type of contracts (Housing, construction, renting etc)
· Responsible for update, evaluate and maintain Mission Contract Policy considering MSF internal
regulation and local law.
· Provide legal support as necessary for HCA
· Actively take initiative on legal litigation prevention, help and advice on HR/Fin/Log/Med strategies
to avoid future legal problems
· Actively seek to prevent fraud and corruption
· Actively involved in fraud and corruption cases, following up on legal proceedings in the
interest of the organization
· Have an up to date overview of possible litigation, with a risk analysis and legal advice to the
organization
External Relations
· Represent MSF before different government bodies, other NGO’s, UN agencies, authorities,
other partners…) as necessary
· At the request of the HoM, represents MSF in meetings (NGO, official bodies, administration…).
· Liaise with the HOM Support and other personnel with delegated legal responsibility
· Liaise, coordinate and work together with the external law office(s) and lead legal proceedings
when delegated
· Represent personally as witness when necessary, represent witnesses from within MSF and
work as translator for foreigners called as witnesses
Administrative
· Assists in translations, formulations of letters, interpretation… if needed.
Education
Degree/Masters with specialization in Law
Experience
· Minimum 2 years of experience/practice as a Lawyer
· Essential, good understanding of the functioning of the different Government bodies
Languages
English, mission and local language essential
Knowledge
· Computer proficiency in MS Excel and Word
· Good analytical skills, at ease with figures and economics data
· Excellent communication and diplomatic skills, including writing skills
