TEAM PURPOSE: The logistics team is accountable for ensuring that all operational procedures of administration and logistics are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures.

In particular, the team provides professional, business-focused service on logistics, delivering a proactive and solutions-based approach for resolving issues. The team will also ensure that the operational business requirements are effectively managed to deliver organisational results and support the achievement of programme outcomes.

JOB PURPOSE: The main purpose of the logistics assistant is to work as part of the logistics team, managing all responsibilities related to supply, warehouses, and fleet, as well as the dispatching of goods. The logistics assistant is responsible for ensuring quality in supply chain management support across the Ethiopia programme. Where appropriate, the logistics assistant will provide support to field teams through assessment and accompaniment.

KEY RESPONSIBILITIES

  1. Warehouse and Stock Management

  • Provides support to the warehouse person in all aspects of warehouse operations.

  • Supervise or partake in loading/unloading trucks when shipments are received or going out.

  • Processing/filing of disposal of items.

  • Interact with third-party logistics service providers and suppliers to support the team

  • Take part on disposal of unserviceable or damaged items

  • Assist the supply chain with the support of the Helios system

  • Ensure that all goods are packed safely and segregated according to their nature. 

  • Manage stock data and tracking systems in accordance with Oxfam GB standard procedures.

  • Ensure receipt of goods is in good order as described on the purchase order & requisition, ensuring relevant technical advice for receiving goods of specific technical nature

  • Organise the loading/unloading of store goods when dispatching to projects.

  • Carry out regular stock reconciliation and report of any discrepancy to the line manager. 

  • Ensure all health, safety and security precaution by all people involved in the store 

  • Ensure the timely maintenance of the store building and all equipment related to safe storekeeping.

  • Ensure that there is no unauthorized access to the store and the store area is smoke-free.

  • Ensure Store management policies and procedures are implemented in all programme locations, including emergency response offices set up temporarily. 

  • Produces stock/warehouse management reports on a monthly basis

  • Organizing Stock Count as per Oxfam Policy

  • Prepare a reconciliation report for approval. 

        2.  Supply management

  • To process the payments for procurement cases with the finance team as requested. 

  • Review bills, invoices and purchase orders before submitting for payment/signatory.

  • Ensure the proper Warehouse Management in accordance with Oxfam and donor-specific policies. 

  • Support the procurement officer in the timely dispatch of the tender document.

  • Routine communication, coordination and planning with the relevant requesting staff / programmes regarding the order and delivery of supplies.

  • Maintain appropriate records to ensure that the procurement process, decision, and contractual agreement are accurately documented for accountability and audit purposes.

  • Support in the establishment and maintenance of ethical, professional working relationships with suppliers and others.

         3.  Asset management   

  • Manage asset inventory and tracking systems for all Oxfam GB assets in the subfield office and liaise with the Mekelle office as necessary. 

  • Organise asset count as per OXFAM policy and prepare a reconciliation report for the line management by ensuring all field office locations maintain appropriate standards and procedures.

  • Keeps track of all asset and equipment movements and updates asset and equipment registers

  • Prepare a list of obsolete assets and items for management decision and carry out the disposal accordingly.

  • Ensure all assets and Oxfam properties are maintained in good working order and to an appropriate standard. 

  • Produces asset and equipment reports every month.

  • Inspect all housing before signing the lease to ensure that it meets all security requirements

  • Report to the Sr Logs Officer on any property-related issues and work with him/her to resolve them.

  • Registration, inspection, and labelling of new assets

  • Completion and update of asset register

  • Periodic asset inspection and review, Asset disposal

        4.  Fleet management

  • Assign vehicles to the program unit as per the movement plan. 

  • Assist in ensuring that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance). 

  • Assist in inspecting and recording the condition of vehicles by maintaining a weekly checklists file and ensuring that vehicle logbooks are accurately filled.

  • Assist the senior logistics officer to ensure that vehicles are prepared for routine and emergency security requirements.

  • Close Follow-up of the expiry of the annual inspection and insurance Coverages in timely Manner 

        5. Admin and others

  • Support the Sr Log Officer in managing sub-office-level logistics and admin related activities. 

  • Ensuring documents are properly scanned and accounted for in an organised manner.

  • Facilitating supplier payments timely. 

  • Ensure utility bills are settled on a timely basis.

  • Perform other duties as assigned by the line manager/ Senior Logistics officers

  • Manages drivers and cleaners at the field office.

SKILLS, Experience, Knowledge & Competencies

Essential

  • a bachelor's (BA) or a degree from a recognized university/college in supply and logistics management or any other areas that can bring added value to the post. 

  • Relevant supply and logistics management experience of 2 years in an INGO.

  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through, and supply and logistics requirements.

  • Able to work with little supervision, being innovative and using initiative to a good degree.

  • Strong interpersonal skills, sensitivity to cultural differences, and ability to work in a wide variety of cultural contexts. 

  • Experience and training in supply and logistics management system software.

  • Data management and reporting skills

  • Competent in the use of computers and Microsoft Office applications, including word processing (Word) and Excel.
