One of the its projects, the Luminos Fund provides transformative education programs to thousands of out-of-school children, helping them to catch up to grade level, reintegrate into local schools, and prepare for lifelong learning. The Luminos Fund’s core program, Second Chance, is an existing evidence-based accelerated learning model that targets out-of-school children ages 9-14, teaches basic learning competencies, and covers the first three years of schooling in just 10 months. Second Chance prepares students to succeed as they transition into fourth grade at their local government schools and embark on a path of lifelong learning. Over 90% of the students who start this program transition back to mainstream school and conventional classes. 

Since 2022-23, Luminos has been piloting a structured pedagogy Teacher’s Manual or “Playbook” in 40 government ALP classrooms to support teachers with the condensed ALP curriculum and enhance student learning outcomes. In 2025-26, with approval from the Luminos fund and Sidama REB, ISHDO is preparing to scale the “Playbook” and a more intensive supervision model to a total of 100 SALP classrooms. In these Structured Pedagogy SALP classrooms, SALP teachers will be expected to follow the lesson plans prescribed in the “Playbook” (which align with the condensed regional curriculum) and to administer standardized weekly assessments to ensure learning objectives have been achieved. Teachers will receive targeted training on teaching in accordance with a structured pedagogy, as well as routine supervision and coaching. ISHDO will be responsible for directly supporting 100 of these Structured Pedagogy (SALP) classrooms.

The Second Chance (SC) model is refined to serve out-of-school children in Wonsho Woreda while the SALP program will be implemented in Yirgalem, Leku, Dalle, Chire, Wonsho and Bura woredas of Sidama region. ISHDO currently invites qualified applicants for the position of Luminos project manager, to lead the accelerated SALP and Second Chance programs implemented in Sidama region. 

ISHDO will also make sure that child protection and/or safeguarding is given due attention in all the phases of project cycle management, capacity building efforts, teaching-learning process, curriculum materials, reporting, and teaching and learning environment, including the physical environment which must ensure safety and protection of children.

The Project Manager will provide strategic, technical, and oversight support to ensure a successful and effective implementation of SALP and SC programs by ensuring quality and compliance standards, and partnership with key stakeholders. The project manager puts more LOE to SALP program the former. 

Key Responsibilities

1. Strategic Oversight & Technical Guidance

  • Provide high-level technical leadership to ensure the program design and implementation are evidence-based and aligned with national education policies and Luminous Fund priorities.

  • Provide technical assistance and coaching to the field team members in ensuring a standard learning outcomes set by the donor.

  • Closely monitor the implementation of field level activities 

  • In coordination with the SALP and Second chance program managers, and finance department at ISHDO HQ, oversee the Lunminos grant management and fund utilization. 

  • Provides a regular update on the project implementation status to ISHDO senior management committee 

  • Ensures the proper integration and proper utilization of child safeguarding policy.

3. Capacity Building & Mentorship

  • Provide technical mentoring and capacity-strengthening to Luminos project staff members and local education actors.

  • Facilitate workshops, learning sessions, and performance review meetings to promote continuous professional development.

4. Stakeholder Engagement & Partnership

  • Strengthens collaboration with the Sidama Education Bureau, community-based organizations, and other key stakeholders.

  • Represent the program in high-level education sector working groups, donor forums, and advocacy platforms.

  • Provide guidance to ensure local ownership and sustainability of interventions.

5. Monitoring, Evaluation and Learning

  • Support the development and use of monitoring and evaluation tools to ensure real-time tracking of progress and learning outcomes.

  • Provide periodic reviews of program performance against targets and recommend course corrections where necessary.

  • Engage in the revision of guide on the development of tools, assessments, and instructional m Monitor progress of project activities, compare to plans and adjust as needed

  • Provide support and oversight to Luminos Fund field staff, partners and communities to ensure a timely data collection, analysis and feedback 

  • Support SALP and SC program managers in the preparation of quarterly, semiannual and annual donor reports

  • Ensure that lessons learned from project implementation and shared accordingly with ISHDO and the donor materials that meet accelerated learning standards.

  • Ensures timely and accurate documentation of lessons learned, best practices, and innovations for wider dissemination.

Job Requirements

Qualifications and Experience

  • Advanced degree in Education, Development Studies, or a related field.

  • Minimum of 10 years of experience in managing or advising education programs, especially in non-formal or accelerated learning.

  • Proven experience working with donor-funded education /development programs; experience with Luminous Fund, or similar donors is an asset.

  • Demonstrated expertise in inclusive education program models and approaches 

  • Strong knowledge of education policies in Ethiopia /Sidama Region and working relationships with relevant government bodies.

  • Excellent facilitation, coaching, and capacity-building skills.

  • Strong analytical, communication, and writing skills in English.
