ZOA is looking for a
MEAL Officer
ZOA’s programme in Ethiopia
ZOA works in several regions in Ethiopia: Gambella Regional State (field office in Gambella Town), Somali Regional State (field office in Dolo Ado and Melkadida refugee camp), Tigray Regional State (field office in Shire and Mekelle), Oromia Regional State (field office in Harar), Amhara and Addis Ababa. In Ethiopia, ZOA works with Internally Displaced People (IDPs), host populations, persons with disabilities, returnees, and a large population of refugees who fled a combination of violence and drought in Somalia, South Sudan and Eritrea.

Your challenge
The MEAL officer is responsible for the monitoring, evaluation, accountability and learning activities of ZOA Gambella humanitarian/Emergency response programs. This position reports to Senior MEAL officer and is responsible for ensuring the effective design and implementation of ZOAs humanitarian/ER MEAL project plans in line with ZOA policies and practices. The MEAL officer will focus on setting appropriate accountability and learning requirements for ZOA Gambella projects. Working with the Senior MEAL officer and project manager/coordinators, the MEAL officer will ensure the timely and accurate completion of reports to RRS/UNHCR, donor, ZOA country office and other government stalk holders to bring quality project implementation and project sustainability. The MEAL officer will ensure that monitoring activities are conducted, evaluation of projects are conducted as planned and learning from evaluation activity are utilized across all projects. In addition, the MEAL officer will supervise the baselines, end line evaluation of projects, and post distribution monitoring surveys.
Your main tasks and responsibilities include, but are not limited to:
1. Monitoring and Evaluation:
Work with Senior MEAL officer, Operation team to:
Ensure project planned activities are implemented in line with the agreed work plans and budgets; successfully delivers against timeframes, milestones, output and outcome targets/objectives.
Ensue the delivery of timely, accurate, and complete reports from all projects for decision making and information purposes for the area office management team, and country office donors, stakeholders and local government
Develop and implement MEAL systems, including MEAL plans, Indicator Performance Tracking Table (IPTT), key Performance Indicator (KP) and data management tools for each projects.
Ensure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation of information in programs or develop and maintain effective information database
Participate in all other aspects of MEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.
2. Accountability
Working closely with Senior MEAL officer, design accountability mechanism through participation of community and affected people according to the CHS minimum requirements and ZOA accountability policies and practice.
Ensure the complaint, feedback, and response mechanism data base is updated, responses are delivered accordingly. This may include, ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption and referred appropriately.
Ensure that beneficiaries and other vulnerable community members including stakeholders are included and participated in all MEAL activities to track adherence to Core Humanitarian Standards.
He/she review and refine accountability practices on a periodic basis and address any gaps or challenges that arise
Ensure the MEAL Automation Accountability Systems functions very well and generates evidence for learning and decision making practices
Keep quality data related to accountabilities (participation, information sharing and compliant and feedback response mechanism) at delivery level
Serve as focal person for the implementation of accountability in practice in all ZOA projects
3. Learning :
In coordination with Program/project team and MEAL team, ensure good MEAL practices are embedded, including documentation of good practices, success stories and case studies; ensure information is disseminated across the organization and partners
Ensure a culture of learning and knowledge sharing between staff and partners as well as ZOA Ethiopia team members
Ensure that regular reports are generated from monitoring data and that findings are communicated effectively to appropriate persons and sectors for evidence based decision making and improve programme implementation
Serve as focal person for the implementation of Knowledge Management and Learning (KML)
rganize and coordinate lessons learnt workshops/review of program work plans with partners and other stakeholders.
Staff Capacity Building
Identify training needs and capacity building support required at field level
Develop training materials and standard packages and roll-out across program areas
Develop capacity of local communities, partners and staff on the program/project framework, data management, and data analysis in collaboration with Senior MEAL Officer and Country office MEAL team.
The incumbent update the area office training database and share for CO regularly

2. Allowances
Transportation allowance: ETB 1,500 for our programme field office staff, & ETB 2,000 for our country office staff per month.
Airtime Allowance: We provide data and airtime to enable you to conduct your work outside of the office.
we provide a closed user group so you can speak to your colleagues at no cost.
Food Allowance: we provide lunch daily at our offices, ZOA pays 600 ETB per month and staff contribute 400 ETB per month.
Severance payment: one month’s salary for an extra service year.
Hardship Allowance: If you are working in identified places as a remote and hazardous by the government, you will be entitled 20-40% additional allowances of their basic salary. Therefore, we provide 40% hardship allowance to ZOA employees working in Gambella, Dollo Ado and Shire field offices.
Transfer Allowance: We provide transfer allowance of 10,000 ETB If, in case of you permanently shift or transfer to a new programme area.
3. Paid Leave

Annual Leave: 20 days of annual leave in addition to public holidays, and you are also granted one extra day for each extra full year.
Enhanced Maternity Leave provision, 4 months
Paternity Leave 5 working days.
Rest and Recuperation (R&R): We provide you 5 working days for every consecutive 12 weeks of work R&R leave to unaccompanied staff who work away from their permanent place of residence to spend time with their family. Therefore, ZOA provides R&R leave for its employees who work in the program offices in Somali, Gambela, and Tigray regions.
4. Insurance
Provident Fund + Pension: : 32% (22% from ZOA and 10% from You.
Life insurance
Medical Insurance: We also covers your dependents, and your medical expenditures are covered by ZOA up to 100% of each invoice, up to a defined maximum refunded amount of Br 200,000 ETB per annum.

Educational Qualification and Experience
BA/MSc in Economics, Agricultural economics, Statistics or other Social Sciences studies;
At least 3-5 years’ years of progressive experience in, and extensive knowledge of M&E, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E;
Excellent/very good documented analytical skills,
Full professional proficiency in spoken and written English, knowledge of local language is preferred.
Self-reliant in computer skills,
Strong MEAL technical experience supported with different data collection tools, like KOBO collect, SPSS and other soft wares.
Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment
