Première Urgence International (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people to help them recover their dignity and regain self-sufficiency. 

Première Urgence International is an NGO resulting from the merger of Aide Medical International (AMI, created in 1979) and Première Urgence (PU, created in 1991) in 2011. It then adopted the name of Première Urgence – Aide Medical International (PU-AMI). In 2015, the NGO adopted officially the name of Première Urgence International (PUI). PUI Head Quarter is in Paris region. Currently the organization is providing humanitarian assistance in 24 countries of which 11 are in Africa and the rest are in Europe, Middle East, Asia and Latin America.

PUI in Ethiopia:

Following the North Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.

And has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.

The current projects in Afar and Benishangul Gumuz regions are mainly focusing on creating better access to health and nutrition services for conflict and drought affected population. PUI is working in collaboration with local health authorities in providing support to revitalize the conflict affected health systems in those regions. In Metekel zone of BGRS, PUI is implementing humanitarian assistance in Debatie, Bullen, Dangur and Pawi woredas while in Afar, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, Wasama and Dallol woredas of Afar region in Kilbati Rasu zone.

PUI is working with Expertise France to integrate SRH and GBV protection activities in its ongoing project in Afar region targeting Abala area.

For this purpose, PUI is actively recruiting new staff in various disciplines of health, PSS and protection to be part of Roving Protection and Medical Team (RPMT) based in Abala town, Afar region, Kilbati Rasu zone and support four health centers in Abala and Wasama woredas. 

Under the direct supervision of the Project Manager, the MD gives technical support to the RPMT to ensure proper integration of the protection activities into health and nutrition services at primary health facilities. S/He takes responsibility of leading the RPMT on day-to-day base while visiting health centers. S/He will ensure provision of quality SRH and other primary health care services for the population targeted by the project. The MD will collaborate closely with health facility in charges in facilitating the support for the health facilities. H/She will play a key role in integrating GBV prevention into SRH and other primary health activities in the health center.

Tasks and Responsibilities:

Support and mentor RPMT staff and health workers at the health facilities in the intervention area

  • Ensure systematic screening of GBV survivors and at-risk individuals among SRH and PHC beneficiaries

  • Ensure provision of medical and psychological support for the identified survivors or at-risk individuals 

  • Arrange proper referral of the survivors to next level of care or Abala hospital OSC as relevant 

  • Provide OPD consultation when necessary and support the HC clinicians to conduct quality medical consultation   

  • Ensure provision of quality health services including SRH and other primary health cares in supported health facilities 

  • Leads the RPMT in daily basis during the project implementation 

  • Identifies training needs, reports them to the project manager, and participates in the development of modules and provides training courses

  • Assess the needs of supplies in terms of drugs, consumables and medical equipment.

  • Prepare and carry out training and refresher trainings for health care personnel.

  • Collect and analyze the health indicators and provide feedback on this data.

  • Make sure that all PUI supported departments of the health facilities have necessary supplies to perform their task

  • Work closely with health project manager to ensure timely request of supplies for the health facilities

  • Follow up and ensure proper use of national and/or international standards and protocols by facility staff

  • In collaboration with the MOH facility in-charge to ensure/set up effective patient flow system

  • Provide orientation on data collection tools for the health staff and ensure their supply regularily

  • In collaboration with MOH facility in-charge, advise, organize patient referral when necessary

  • Compile and submit the data from each department to the health project manager in a weekly base   

Planning and organization of activities 

  • Ensure the follow-up of the activity schedule in collaboration with his line supervisor.

  • Participate in weekly meetings and adapt the activity schedule to possible changes in context.

  • Participate in the development and implementation of any medical activity that is part of the PUI program or in response to an unforeseen situation.

Represent the organization to partners

  • To present the project and ensure the link with the various local partners.

  • Ensure a good relationship between the team and the target population.

  • Elaborate the reports necessary for the project: supervision report, monthly reports etc.…

Other tasks

  • Participate in PUI project team meetings and strategic thinking.

  • Participate in meetings organized by PUI.

  • Contribute to the safety monitoring of the zone by reporting to his/her line supervisor any safety related constraints.

  • Perform other relevant duties as requested by supervisors

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. The employee could be requested to perform other tasks as his/her Line Manager may judge necessary.

Job Requirements

Required Qualifications and Professional Experience

  • Medical Doctor with valid professional license to practice.

  • At least 3 years of experience in Similar role, preferably in an NGO setting.

  • Work experience in Afar region

Required knowledge & skills:

  • Proficiency in MS Office.

  • Knowledge of the community of Afar

  • Excellent attention to detail and organizational skills.

Language:

  • English, Afar, and Amharic.
