Women Empowerment Action (WE-Action) is a feminist women's rights organization that has been operating across various regions in Ethiopia, including Amhara, Oromia, Southern Ethiopia, Central Ethiopia, and Tigray, for the past 30 years. WE-Action has four strategic goals: combating gender inequality, promoting gender-equitable and sustainable livelihoods, ensuring protection and lifesaving support, and achieving organizational excellence. WE-Action is currently seeking a competent MHPSS Officer

Note: - WE-Action has zero tolerance for sexual exploitation and abuse (SEA) and any forms of Gender-Based Violence.

Job purpose: the MHPSS Officer is responsible for implementing mental health and psychosocial project activities, project delivery with quality and time frame in collaboration with MHPSS coordinator, field office coordinator, woreda coordinators/community facilitators/community agents/community volunteers, other Staffs, finance staff, local government line offices, and delivery of projects. She/he responsible for all operational aspects of the project ensuring quality and effectiveness of Plan’s for the project at project sites.

Reports to: Field Office Coordinator 

Employment Type: For One Year with the possibility of extension based on the performance and budget source.

  1. Detailed duties and responsibilities

I. Program Implementation

  • Identification and registration of psychosocial needs of beneficiaries based on the vulnerability criteria of the PSS standard operating procedures (SOPs)

  • Actively promote the availability of counseling services and carry out, individual or group counseling (psychological first aid (PFA) and psychosocial support (PSS), basic psych educational sessions to children, adolescents and caregivers/ families (when needed), in order to alleviate their psychosocial difficulties

  • Refer clients to other specialists or other institutions for further assistance, when necessary, in line with the available local referral pathways, to ensure effective and efficient case management process.

  • Participate in the creation of any material needed for counseling activities and maintain and update

  • Keep files and statistics of daily activities and participate in team meetings to share experiences and discuss special cases with the supervisor respecting confidentiality, and or with MHPSS Technical Specialist

  • Inform and discuss with line manager any difficulties and problems of any kind arising during the day-to-day activities

  • Implement projects/programs within time frame and quality through providing technical support and regularly follow up with community volunteers

  • Conduct a participatory service mapping and lead activities for humanitarian/protection needs assessments and surveys together with local stakeholders

  • Deliver sessions on protection mainstreaming/safe programming for all project participants.

  • Lead mass awareness creation campaigns and promotion of MHPSS at project sites, schools, IDPs, etc.

  • Implement projects/programs based on the designed implementation strategies.

  • Advocate for client – based protection service delivery for survivors of violence

  • Hold regular meetings with community mobilizers to discuss successes, challenges and way forward

  • Representation in community meetings, MHPSS working groups, etc. and act as focal point for MHPSS in Dasenech

  • Support community mobilizers in emergency response relevant to the role.

  • Ensure that files and registers are used in an appropriate and correct manner and adhere to proper documentation and data protection protocols

  • Document best practice, case studies and learning’s for reporting and evaluation purposes.

  • Prepare and submit MHPSS reports regularly as indicated by the reporting schedule, and submit to the MHPSS specialist

  • Plan and conduct awareness rising sessions on prevention and in response to concerns identified.

  • Conduct monthly regular meetings with community groups and stakeholders to monitor progress and ensure smooth running of the project.

  • Identify community members who need mental health and psychological treatment at higher level.

  • Follow up and support government protection service providers to assess their capacity building needs.

  • Facilitate the establishment /strengthen of a functional, safe, appropriate, and functioning feedback and complaints handling mechanisms for local community.

  • Arrange information sharing events for women, men, boys and girls on accountability and safeguarding mechanisms.

  • Ensure the maintenance and regular update of MHPSS database

  • Ensure that activities are recorded, and activity reports are provided to the line MHPSS coordinator by the agreed timeline and are of high quality.

  • Participate local level workshops /meetings /clusters representing WE-Action

  • Deliver psychosocial/emotional support for community volunteers to make sure frontline staff wellbeing ensured.

  • Perform additional activities assigned by immediate supervisor.

II. Program Development

  • Develop annual and quarter operational plans with quality for projects, timely submit to the respective MHPSS coordinator

  • Work with protection /GBV service providers (organizations) and WE-Action in developing and adapting standard Operating procedure, referral pathway, guideline, and Information, Education and Communication materials.

  • Monitor, assess, observe, and report on key protection concerns and rights violations in the field.

    • Frequent field visits to projects sites/IDPs for technical support depending on the activity plan and nature

    • Organize and participate program Visit for government and funding partners

    • Document daily   learning, in    projects including  codifying                   lessons                learned          and            knowledge of resources/tools/best practices, case studies etc.

    • Prepare, compile quality monthly, quarterly and annual reports and share to the respective program office.

    • Gather appropriate, relevant and accurate assessment/monitoring data from target groups, analyze and share reports using guiding principles.

III. Compliance and Performance

  • Read, understand and strictly respect donors and government compliances and support community volunteers to respect the required compliance

  • Strictly follow and adhere to organizational policy and standardization manuals.

IV. Gender, Social Inclusion

  • Implement regular organizational gender and accountability works for the respective project staffs.

  • Plan, implement and report gender equality, social inclusions and accountability activities in the respective project.

V. Accountability and Transparency

  • Ensure that communication and products of the project/program are visible in the project areas.

  • Adhere to the organization accountability framework

  • Implements project compliance to Core Humanitarian Standards (CHS). Conduct routine risk assessment, monitor and report any related to safeguarding.

  • Create awareness to community on safeguarding during weekly, monthly and quarterly dialogues.

  • Participate in organizational conversations to discuss on cross cutting issues like gender, HIV, safeguarding, social inclusion etc.

VI. Safeguarding

  • Seek appropriate advice and report concerns and feel confident that they have been understood.

  • Understand local safeguarding structures and arrangements.

  • Practice in manner that reduce risk of abuse, harm or neglect.

  • Identify and refer to appropriate services, any other associated persons including careers, family members and children at risk.

  • Document safeguarding concerns, maintain appropriate record keeping, record views and wishes of adult or child at risk, and differentiate between fact and opinion.

  • Gather feedback and any complaint concerning implementation of the project/program and organization and formally document and report back to field office with confidential and secure manner.

EDUCATION QUALIFICATION AND EXPERIENCE

  • Diploma/BA/BSC in psychology, sociology or related social fields, Psychiatry, public health or related field, with one year or above for BA/BSC and 3 year and above year experiences for diploma in the position required or related positions.

  1. REQUIRED SKILLS AND ABILITIES:

  • Good knowledge to Give Awareness Training and Facilitation

  • Excellent verbal and written communication skills in Amharic, local language advantage

  • Ability to effectively work in a team.

  • High level of integrity and honesty, etc.

  • A good track of mental health and psychosocial activities.

  • Experience of working under pressure and hard environment

  • Experience of work in and with crisis affected communities, IDPs, humanitarian programs

  • Fluency in Local Dasenech Language is advantageous
