The Laboratory Manager plays a pivotal role in coordinating and overseeing laboratory activities across regions supported by TCC, with a focus on providing technical support to zonal entomologists in the Onchocerciasis elimination program. Key responsibilities include implementing EOEEAC laboratory recommendations and managing all aspects of entomological studies, from field deployment to data analysis. The manager is also responsible for developing protocols, Standard Operating Procedures (SOPs), and training materials, while supporting the implementation of national entomological monitoring plans.

  • The role involves conducting capacity assessments, ensuring molecular laboratory activities adhere to WHO and EOEEAC standards, and managing partnerships with the Ethiopian Public Health Institute (EPHI) and other laboratories. The Laboratory Manager is tasked with providing regular updates to Carter Center officials, supervising laboratory staff, planning and monitoring surveillance activities, and ensuring that all laboratory outputs are effectively tracked and disseminated. The position also requires active participation in national meetings and the preparation of comprehensive reports on laboratory activities and achievements.

Duties and Responsibilities:

  • Lead and Oversee laboratory activities: Provide comprehensive leadership, strategic direction, and oversight for all activities within the molecular laboratory, ensuring alignment with organizational objectives and international best practices.

  • Lead and Oversee entomological activities: Provide comprehensive leadership, strategic direction, and oversight for all entomological activities and provide technical guidance to zonal entomologists to ensure the smooth operation of the Onchocerciasis elimination program.

  • Strategic Planning and Implementation: Spearheaded the development of strategic plans, project documentation, annual work plans, and performance frameworks. Ensure that all activities are executed in alignment with the strategic vision and within the set timelines and budgets.

  • Implement EOEEAC Recommendations: Ensure timely execution of all laboratory-related recommendations from the EOEEAC, maintaining alignment with program objectives.

  • Lead Entomological Studies: Direct the design and execution of entomological studies, including the deployment of entomologists, data collection, analysis, report preparation, and the implementation of findings.

  • Documentation and Knowledge Sharing: Coordinate the documentation of best practices and success stories, producing formal reports and disseminating insights through relevant platforms to demonstrate program achievements.

  • Develop Protocols and Training Materials: Manage the development of protocols, Standard Operating Procedures (SOPs), training materials, and best practice reports to ensure consistency and high standards across laboratory activities.

  • Support National Monitoring Plans: Lead and support RB/LF project areas in developing and enhancing national entomological monitoring plans, mobilizing resources to strengthen these activities.

  • Conduct Capacity Assessments: Perform capacity assessments and facilitate capacity building for entomologists at TCCE and among implementing partners, ensuring continuous skill development.

  • Manage Partnerships: Oversee laboratory-related partnership projects, collaborating with relevant officials at EPHI and other laboratories established by implementing partners.

  • Provide Regular Updates: Regularly update Carter Center officials in-country, at headquarters, and at the University of South Florida on the status of laboratory work, including the stock status of lab supplies.

  • Supervise Laboratory Staff: Manage and support Carter Center-seconded laboratory staff at EPHI, while providing technical assistance to entomologists across all regions.

  • Plan Surveillance Activities: Collaborate with the Oncho/LF elimination program team to plan and design surveillance, mapping, and impact assessment activities.

  • Ensure Quality Control: Coordinate the work of molecular laboratory staff to maintain high standards of quality control and assurance in laboratory operations.

  • Monitor and Evaluate Performance: Periodically monitor and evaluate laboratory performance in consultation with the Deputy Country Representative for Programs at TCC-E, Atlanta, and the University of South Florida, using detailed reports on laboratory samples, progress, inventory updates, and field activities.

  • Track and Update Studies: Keep abreast of published studies on Onchocerciasis vectors, epidemiology, diagnostic tests, and other relevant topics, providing updates to Carter Center staff.

  • Disseminate Laboratory Outputs: Develop and implement mechanisms to ensure that outputs from the Onchocerciasis molecular laboratory are effectively disseminated and utilized across all levels of the health system, from the FMoH to Woreda Health Offices.

  • Participate in National Meetings: Attend and present at national Onchocerciasis elimination meetings organized by the FMoH and RHBs, contributing as appropriate.

  • Compile Reports: Compile and submit comprehensive reports on monthly, quarterly, and annual laboratory activities and accomplishments.

  • Perform Additional Duties: Execute additional tasks as directed by the supervisor, contributing to the overall success of the program

Job Requirements

Qualification: MSc in Molecular Biology, Entomology, or related fields from a recognized university, or a relevant field of study.    

Experience: Relevant experience of a minimum of 10 years in a molecular laboratory coordination and supporting entomological activities for NTD programs.

  • Molecular Biology Techniques: Expertise in molecular biology methods, including PCR, qPCR, DNA/RNA extraction, sequencing, and genotyping.

  • Entomology and Parasitology: In-depth understanding of entomology, parasitology, and vector-borne diseases, particularly Onchocerciasis and other neglected tropical diseases.

  • Regulatory Standards: Familiarity with WHO guidelines, EOEEAC recommendations, and national regulations related to laboratory practices and biosafety.

  • Data Analysis: Competence in analyzing and interpreting molecular and entomological data, with proficiency in relevant software (e.g., Bioinformatics tools, R, Python).

  • Biosafety and Biosecurity: Comprehensive knowledge of biosafety and biosecurity protocols to ensure a safe working environment in the laboratory.

  • Project Management: Understanding of project management principles, including planning, budgeting, and reporting in a laboratory setting.
