About FATE

Fana Addis Tiwulid Ethiopia (FATE) is an indigenous, non-profit and non-political civil society organization established in May 2007 and re-registered in 2019 under Ethiopia’s Civil Society Organizations Proclamation No. 1113/2019. FATE works in health, education, youth development, livelihoods, gender equality, protection, governance, social accountability, and peace building and conflict resolution.

FATE seeks to recruit a qualified and motivated Monitoring and Evaluation (M&E) Officer to support the effective implementation, monitoring, evaluation, accountability and learning of its programmes.

Position Summary

The M&E Officer will lead the development and implementation of the project’s monitoring, evaluation, accountability and learning (MEAL) system. The officer will ensure that project activities, outputs and outcomes are systematically tracked; data are accurate, timely and disaggregated; progress is assessed against approved indicators and targets; and evidence informs programme decisions, reporting and learning.

The position will support the project “Peacebuilding through Empowering Actors for Reconciliation and Empathy,” implemented in Dawa Chaffa Woreda, with a focus on institutional capacity strengthening, inclusive peacebuilding, conflict prevention, community participation, human rights and protection.

Key Duties and Responsibilities

1. Monitoring, Evaluation and Results Measurement

  • Develop and maintain the project MEAL plan, indicator reference sheets, data-collection tools and monitoring schedules.

  • Operationalize the approved logical framework, results framework, workplan indicators, baselines and targets.

  • Coordinate baseline assessments, periodic monitoring, midterm reviews and endline evaluations.

  • Track activity implementation, output delivery and progress toward outcome-level targets.

  • Conduct regular field monitoring visits and verify reported results against source documents and field observations.

  • Ensure that project indicators are measurable, clearly defined and consistently reported.

2. Data Management and Quality Assurance

  • Establish and maintain organized project databases, beneficiary registers, attendance records and indicator-tracking systems.

  • Collect, clean, analyze and interpret quantitative and qualitative data using appropriate tools.

  • Apply data-quality assurance procedures, including completeness checks, verification, deduplication and consistency checks.

  • Disaggregate data by sex, age, disability, displacement status, location and other relevant characteristics.

  • Ensure that direct beneficiaries are counted accurately and repeat participation is not double-counted.

  • Maintain secure records and protect confidential information, particularly information concerning GBV, displacement and protection referrals.

3. Accountability and Community Feedback

  • Establish or strengthen accessible feedback and complaints mechanisms for project participants and communities.

  • Document feedback, concerns and recommendations and track their resolution within agreed timelines.

  • Support participatory monitoring involving women, youth, persons with disabilities, internally displaced people, returnees and other marginalized groups.

  • Assess whether community members participate meaningfully and influence project decisions, not merely attend activities.

  • Escalate safeguarding, protection and other serious concerns through established confidential reporting procedures.

4. Reporting, Learning and Adaptive Management

  • Prepare monthly monitoring updates, quarterly progress reports and other reports required by management and donors.

  • Provide accurate indicator data, analysis, case studies, lessons learned and supporting evidence for narrative reports.

  • Maintain an action tracker for recommendations arising from monitoring visits, assessments, stakeholder meetings and review sessions.

  • Facilitate quarterly reflection and learning meetings with project staff, local partners and relevant stakeholders.

  • Identify implementation gaps, emerging risks and underperforming indicators and recommend corrective actions.

  • Document successful practices and practical lessons in peacebuilding, inclusive dialogue, youth participation, institutional coordination and conflict-sensitive communication.

5. Capacity Building and Coordination

  • Train and mentor project staff, community facilitators, volunteers and relevant partners on data collection, reporting, indicator tracking and accountability.

  • Coordinate with woreda-level government offices, local civil society organizations, community structures and other stakeholders to verify progress and strengthen evidence use.

  • Promote consistent use of approved tools, definitions and reporting procedures across project activities.

  • Support donor monitoring visits, assessments, evaluations and programme learning events as required.

6. Compliance, Ethics and Safeguarding

  • Ensure that monitoring and evaluation activities comply with organizational policies, donor requirements and applicable data-protection standards.

  • Apply informed consent, confidentiality, safeguarding, protection from sexual exploitation, abuse and harassment (PSEAH), gender equality, disability inclusion and conflict-sensitive approaches.

  • Ensure that data collection does not expose participants or communities to retaliation, stigma, discrimination or other harm.

  • Report suspected data manipulation, fraud, safeguarding violations or serious ethical concerns through the appropriate organizational channels.
