BACKGROUND
The Government of Ethiopia, as part of the Africa Centres for Disease Control &Prevention Regional Investment Financing Project (ACDCP), has received financial support from the World Bank to strengthen continental and regional infectious disease detection and response systems. The Ethiopian Public Health Institute (EPHI), as the sub-recipient of the Ministry of Health (MOH), is responsible for the administration of a good portion of the project fund which, needs considerable efforts to plan, administer, and follow-up.
For effective implementation of this project, MOH/EPHI is looking for a Monitoring and Evaluation Advisor who will be responsible for the overall performance management of the project, ensure the maintenance of efficiency and effectiveness throughout the life of the project consistent with agreements, manuals, project document and will work closely with the project team and MOH/EPHI Program Planning, Monitoring and Evaluation directorate.
The M&E Advisor will provide high-level technical leadership, strategic guidance, and policy advice to ensure that Ethiopia’s participation in the Africa CDC Regional Investment Financing Project strengthens national systems and contributes to continental frameworks.
The Africa CDC Regional Investment Financing Project Monitoring will be implemented based on the progress made against the execution of the specific activities and delivery of corresponding outputs for the Projects as reflected in the consolidated M&E framework.
OBJECTIVE
The objective of this position is to lead the design, oversight, and strategic use of monitoring and evaluation systems to ensure accountability, transparency, and evidence-based decision-making at national and regional levels. The Advisor will ensure that project results inform policy, strengthen institutional capacity, and contribute to Africa CDC’s continental goals.
SPECIFIC TASKS / ACTIVITIES
The Monitoring and Evaluation advisor will be accountable to the Strategic Affairs Executive Office and the Budget, Planning, Monitoring and Evaluation Division and shall carry out the following activities:
Lead the design and refinement of national and project-level M&E frameworks, indicator matrices, and logic models.
Provide strategic advice to MOH/EPHI leadership and Africa CDC on evidence-based planning, resource allocation, and policy development.
Ensure harmonization of project indicators with national health information systems (DHIS2, LIS, Power BI) and global standards.
Oversee institutional capacity-building initiatives, including training curricula, mentorship programs, and communities of practice.
Champion integration of gender, equity, and digitalization into all monitoring frameworks.
Lead synthesis of findings into executive briefs, policy notes, and donor reports.
Represent MOH/EPHI in technical working groups, donor coordination forums, and international conferences.
Provide foresight through predictive modelling, scenario analysis, and advanced analytics to guide strategic decisions.
Ensure accountability and transparency by establishing robust mechanisms for stakeholder engagement and feedback.
Supervise and mentor M&E Officers and Specialists to build a pipeline of national expertise.
METHODOLOGY
The Monitoring and Evaluation Advisor will work closely with the Strategic Affairs Executive Office and the Budget, Planning, Monitoring and Evaluation Division, providing high-level technical guidance and ensuring that monitoring and evaluation activities adhere to World Bank, Africa CDC, and national standards. The Advisor will introduce innovative methodologies, digital tools, and equity-focused approaches to strengthen institutional performance.
REPORTING:
The The M&E Advisor will report directly to the Strategic Affairs Executive Office and the Budget, Planning, Monitoring and Evaluation Division Head and provide advisory input to the Africa CDC Project Coordinator. The Advisor will also serve as a technical liaison with donors and regional partners.
Job Requirements
QUALIFICATION AND EXPERIENCE:
MA/MSc in Health Monitoring and Evaluation, Public Health, Epidemiology, Health Economics, Health Informatics, or related field with specialization in M&E.
Minimum of 10 years of progressive experience in M&E of large-scale health systems, donor-funded projects, and international collaborations.
Proven track record in designing national M&E frameworks, indicator matrices, and policy integration.
Advanced expertise in digital health platforms (DHIS2, LIS, Power BI, ODK, Kobo Toolbox).
Demonstrated leadership in institutional capacity building, mentorship, and stakeholder engagement.
Experience advising governments, donors, and international organizations on evidence-based policy.
Strong publication record or contributions to national/international guidelines.
Excellent communication, negotiation, and representation skills at senior levels.
Commitment to gender equity and social inclusion in health systems.

CONTRACT DURATION AND REMUNERATION:
The contract will be for one year, renewable based on performance and project needs.
The consultant will be based in Addis Ababa and travel as necessary to regional MOH/EPHI offices
Salary will be negotiated based on the experience of the applicant.
