Pastoralist Concern (PC) is a pastoralist-initiated, inspired and led National CSO working toward sustainable development in the pastoralist areas of Ethiopia since 1995. PC’s vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operation with neighboring countries’ pastoralist communities.” PC works in Somali, Oromia and Amhara regions through engaging in community development, emergency response and Resilience building initiatives across diverse sectors that include Food Security and Livelihood Improvement, Health and Nutrition, WASH, Environmental Rehabilitation, Education and protection, Women Empowerment and Community-based Cohesion and Resilience Building. 

PC in partnership with the four consortium members (LPI, Mercy Corps & ALCHA) is implementing the project entitled ‘Mobility and Movement: Cross-Border Resilience in Moyale’. The project target areas include Moyale Ethiopia-Moyale Kenya; Hidi Lola-Sololo; Magado-Forolle; and Dilo-Dukana. PC in partnership with pertinent consortium members, is responsible for the implementation of community engagement related activities in the Ethiopian side.

Objective of the Position

  1. Under the supervision of Project Coordinator, the MEAL Officer will be mainly responsible for overseeing the collection and analysis of data related to project activities, developing and implementing monitoring and evaluation frameworks, conducting assessments, and producing reports to track progress and inform decision-making. 

Duties and Responsibilities

  • Contribute to the roll-out of the MEAL Framework in the field by partnering with the consortium MEAL officers and cross-country program coordinator including the implementation of a result-oriented monitoring system;

  • Support the project team and staff from consortium members in ensuring proper and procedural application of MEAL standards as adhered to project cycle phases;

  • Support and facilitate streamlining of the MEAL as per the requirements of project staff and members of the consortium;

  • Establish and execute monthly and weekly monitoring work plans;

  • Ensure proper monthly, quarterly, and bi-annual result-based reporting and data collection, and regular collection of information according to the objective (s) and results of the project;

  • Set up and maintain MEAL data base throughout the project and reinforce the entire projects being implemented across the intervention areas;

  • Develop the capacities of project staff and monitoring and evaluation competency of Consortium members; 

  • Support evaluations and performance auditing missions through providing relevant information and coordination;

  • Facilitate, organize and ensure the application of MEAL tools and standards across the entire project intervention;

  • Support Head Office and other project areas offices in designing, developing and applying project focused innovative MEAL log frame;

  • Supporting partner consortium member-organization in the process of conducting baseline/feasibility studies in the project areas and provide supportive supervision on outsourced M&E related assignments;

  • Leading on the identification of case studies and compilation of lessons learned and contribute to the dissemination of those lessons and best practices among consortium partners and other key stakeholders;

  • Ensuring donor requirements on documentation of project performance monitoring reports;

  • Perform any additional activities which may be assigned by the project coordinator.

Job Requirements

Education

  • BA/BSC or BSC/MSC in Sociology, Social Studies, Public Administration, Peacebuilding, Development Studies, Rural development and local studies (RLDS), and other related social science fields. Training in peacebuilding, conflict transformation, early warning and rapid response, resilience building, livelihood support and relevant field.

Qualification

  • Minimum 4 years for BA/BSC or 2 years for MA/MSC in direct relevant working environment

Competency & Skill 

  • Strong leadership and negotiation skills with Result-Based-Focus;

  • Evidence-based analytical skill with continuous-learning attitude;

  • Remarkable team player with proactive communication skill;

  • Standard report writing and knowledge-sharing skill; and

  • Strong self-development effort with advanced knowledge of English and the working language of duty station.
